cultural victory conditions

I have mostly been playing civ3 at the lowest difficulty level. Obviously I have had no problems reaching 100,000 points and achieving a cultural victory. Recently I moved up one difficulty level and now I cannot achieve a cultural victory. The game is set to allow all victory conditions. Currently I am playing a game and my culture points are around 140,000 the last game I played ended at 2050 and I had over 200,000 cultural points. I am playing with patch 1.17f I believe.

Does the amount of cultural points you need to achieve a victory increase with difficulty level? Or is it always 100,000

Do you know what might be going on?

From the Civ3 Info Center:

A new cultural victory can occur if one of your cities amasses 20,000 culture points, or if your entire empire amasses at least 80,000 culture points and no rival civ has more than half of your cultural value.

It's probably the last condition that's preventing you from winning culturally...

That needs to be updated. It is 100,000 culture points, not 80,000.

But you do need at least double over any other rival.
