AI and pop costs

Just a quick question: Does the AI know if it can sustain enough population to build a unit or not? I'm guessing it can, because I can't off the top of my head remember seeing the AI building a Settler in a city which cannot grow past size 2, but I thought I'd better check just in case, as I know the AI is a little slow.

I'm absolutely sure there are conditional "if, then" type checks for everything the AI (the game) does.

Nothing gets done if any of the checks fail.
