people try the popularity approach. they give the ai gifts. the ai still declares war. the ai's still dogpile them.

what to do ...

alliances! if someone declares war on you then turn down your science a bit to free up some positive cash flow. then buy an alliance or two against your enemy.

A few questions come to mind: (1) Are you trading techs with the AI? (2) If science is at 50%, where's the rest of your budget going? (3) What government are you using? (4) What version are you playing?

Here is the response I gave in the other thread:

If you are the weakest after being on top, then you did not expand well enough. At this level you are on equal footing with the AI, neither has a bonus.

The one thing they will probably do better than you is to trade with each other.

They attack, if you are weak compared to them or they have no place left to expand. The latter you cannot avoid, the former is your doing.

Do not place towns too far apart, do make settlers and grab all the land you can quickly. Do make enough workers to improve the land. Do make attacker instead of defenders.

Trading is good. I don't know what you're researching, but try to get monopoly techs. Generally speaking, if you research the tech tree from left to right, you can grab a monopoly and then trade around for other techs. For example, if I start with Alphabet, I'll frequently make Writing my first tech to research. That usually means the AI civs appear to get ahead of me, because they're researching first-tier techs. Once I get writing, though, I can start trading it around. If I can trade it to one civ for IW, another for WC and some gold, a third for CB . . . you see where this is going. I get a number of techs in exchange for the one I research.

Stop. How far into the game are you staying under despo? Are you aware of the despo penalty? I'm not trying to be a smart-aleck here. I'm trying to figure out why you think despotism is the best government.

Let me rephrase my question: Are you building all of the city improvements in virtually every city?

You've got to have an embassy with your potential ally. Also, you must already be at war with the civ against which you want to ally. So build an embassy if you haven't already done so, then check to see if they've got any trades going on with the other civ. (F4 screen -- there's something for active and potential trades). Then declare war on your enemy, open diplomacy with your desired ally and see what kind of bargain you can strike for the alliance.

Don't what the circumstances are in the game level and so on, but:

If you have an alliance and they do declare war, that does not mean they will ever put up any offense. If they have little and are not close to the civ you are fighting, they can not contribute much.

If they are close, they may still sit on their hands. If I use an alliance, which is rare, I only do it to prevent them from coming in against me, not with the expectation that they are going to to much to help.

To get an alliance you need to first not ask for it against a top dog as they will cost you a lot and they will do little. If you are seen as weak they will not be likely to agree anyway.

I tend to offer techs, or lux as this will have a short life span. The tech they would have gotten eventually and the lux comes back in 20 or less (if they break the deal).

I may kick in some cash as well. One thing you may be able to do is give them more cash for the deal and them get it back by selling them a tech. Now you have gotten the alliance for nothing, but the tech.

There are more advantages to alliances, besides preventing your enemy from signing them up against you, it also prevents them from trading with your enemy. Plus, they would break any deal they already have with your enemy potentially ruining their reputation. (if they haven't done so already)
And even if they don't put up an offense, it is still possible your enemy will try to put up an offense against them, and thus spend less resources vs you.

But at higher levels, you should be careful, if your enemy is able to overrun your ally, it will make him even stronger.

Also, there is a chance that the two enemies start singing up alliances with even more civ against each other, thus further reducing trading. You can them trade your stuff more easily with all those civ. This could continue, even after you've made peace with your original enemy.
