Random Civs or Random Leaders?
When performing a quick start, are the random civs you play against chosen first as a random civ, then as a random leader in that civ? Or is it chosen as a random leader, which determines the civ?
Put another way, is there equal probability for all non-human civs to be a certain leader? Or is there an equal probability for all non-human civs to be a certain civilization? I ask because it seems to me there is an equal probability for all non-human civs to be a certain civilization, but my sampling is too small to state definitively. I see a lot of Huayna, Montezuma, or other civs with only 1 leader, but comparatively less of Catherine, Washington, or other civs with >1 leader. |

My guess is it's civ first, then leader, because I agree, I don't see 3x as much USA as Zulu or whatever. Sample size is an issue, so someone can answer this definitively.

I did a experiment a long while ago - it was on Vanilla but i do not expect this to change... : Starting games with 12 random civs (including the player), then checking who is in. I had to make 28 games, before every one got selected at least 10 times. (Vanilla had 26 Leaders)
All results ranged between 10 and 15, while on average every one was selected ~13 times. Despite the somewhat high variance, the results seem to clearly indicate a even distribution on leaders, meaning the leader is selected first.

dunno if map type or difficulty setting makes any difference, but i am always up against the same AI's (i play monarch, mostly fractal)
all the time - shaka, joao, survy, pacal, wang, isabella, toku never seen - monty, cathy, liz, brennus, lincoln, mao, fred, giggles |

Other than boredom, a variety of similar claims on the forums ("The computer allways chooses the AI hate the most!!!", .. , "Conspiracy!!!") was the reason for the experiment. It was done all Noble and all default settings. I do highly doubt, that the selection of opponents depends on Difficultie or Map (Unless the Map is a premade Scenario, of course.)
