I think we can declare a war here. I cannot make warplans until Foreign Affars decides to declare war. Also, Versailles is complete.

I think it would be the decision of the King to declare war. The ministers are his advisors and make recommendations. The final word, AFAIK, is the Kings.

I am sure you could manage some sort of report Provolution. The King would be deeply interested in knowing the status of our forces and a time schedule for deployment.

Please locate the worker named Vandal Warlord and rename him to Abe. Vanal has paid his debt and can be released from the fields.

I would like to request that the Knights of Santiago be given some action too.

Builds, Growth Instructions, and Improvements

This is from Largest to Smallest, ties will begin with cities closest to Capitol, governed cities were only hastily looked through and all words concerning them should be considered gameplay suggestions.

Arete: Riflemen should come from here in numbers, before and during the beginning stages of the Babylonian-War. After the Babylonian War begins to wind down (which should be somewhat quick after declaration), please begin Ironclad training to protect our coasts. Also, it has come to my attention that there is no Forge in Arete, stealing from it great Naval Production Center potential, as a note, I propose a forge be build after the adoption of the Free Speech/Organized Religion switch. Let grow (first size 20 city!)

Arkadia: Continue Oxford University. Let Grow.

Seville: Great Science Potential, but an Observatory would be counter-productive now with Organized Religion on the way. I propose Galleon training for a small Galleon production boost when Imperialism comes (also soon). Let grow.

Edori: I propose the construction of two elite cannons immediately at the beginning of the TC, followed by Edori-Class Riflemen training. Let grow.

Venice: Frigate production center, let grow.

Madrid:
Keep the Levee production, it will give us another semi-production center for next TC.

Kassite:
Take off Avoid Growth immediately when TC starts, but don't let it run into unhappiness again (that goes for all cities). I would say military builds after Forge, possibly a Privateer.

Barcelona: Cannons, Let grow.

Warfire: Cannons. Let grow, unless you are totally against anymore unhealthiness (speak now or forever hold your peace).

New Giruvegan: Cannons. Let Grow. I propose canceling work on the mines 2S of city and begin work on farm 2N1W of the city, this will not cut into production too much but give us a nice growth boost.

Santiago:
Continue Forge, after begin Galleon. Let grow.

Seidrik: Finish Lighthouse (why not), begin work on Riflemen. Let Grow.

Cordoba: Galleons, let grow.

Babylon:
Save Levee for Organized Religion and begin work on Galleons. Let Grow, maybe farm the space 1S of city.

Blastoid:
Finish University, possibly courthouse afterwards? Not a big deal as far as military goes. Let Grow. That hill 1S2W could be used without disturbance, for now.

Vandal Valley: Keep as is, we want that Theater for a fat cross, and we will at least get pop2 after the TC.

Post-Notes:

-Don't forget, after Combustion the Oil in the Vandal Valley needs to be replaced with wells for city use.
-What do we plan to do about the coal 1W of Arete, on the bottom of a town. I would defiantly say keep the town.
-After the Capture of Mari in the 2nd Babylonian War, get some workers to fort the oil in the disputed territory when safe.
-It would be very efficient if we could settle the Moai Statues issue before the TC, as both cities could begin them in the next TC.

Teching Path
Corporation-Assembly Line-Fascism-Railroad-Combustion
While trading for MS and MT when/if they become available.

Research Rate
Keep this at 70%, I say.
-------------------------------------

Please criticize as you feel, plans are open to interpretation.

P.S: Making a decision on the Kassite/Cordoba Moai Statues issue now would be greatly productive, I think I mentioned this in the Report, but I can't stress it enough!!

The Aretian-Babylonian "War of Nations"

Triggered by Nationalism invention

I decided to begin the War 1660 AD (2 turns from now), mainly because the Borsippa City Walls are completed in 5 turns.

First out, I want to do the promotions before I do the upgrades, so we do not lose any experience points:

Warfire Stack

Rename: Diamond, Cyc and Civplayah Legions from now on renamed Diamond, Cyc and Civplayah Divisions

Upgrades (Base gold 4066 gold)

Diamond, Cyc and Civplayah Divisions upgraded to Riflemen (cost 140 each/total 420 gold)

Upgrades

First promote 4 Trebuchets

1. Barrage 1, 2 and 3
2. Barrage 1, 2 and 3
3. Barrage 1, 2 and 3
4. Barrage 1 and Precision 1

4 Trebuchets upgraded to Cannons (cost 80 gold each/total 320 gold)
Longbowman upgraded to Rifleman (cost 200 gold)

New Giruvegan (Archer-> Rifleman( cost 275 gold) rename to "Aluminites"

Kassite (Archer -> Rifleman (cost 275 gold) rename to "Vandalites"

Aretan Border Guard (Musketmen) promoted with Guerrilla 1, then upgraded to Riflemen for 110 gold

Seidrik: Prochon Warband, Cannons of Kassite and Cycian Guard all upgraded to Riflemen for 140 gold each/total 420 gold)

Blastoid: Trebuchet promoted to cannon, renamed "Blastoid Blasterie" (80 gold)

1650-1660 Troop Movements:

Move from Seidrik and Babylon all War Elephants to "Stompers Field" (Turquois)

The Furious Trunks and 3 Combat II War Elephants
The Harkers Thumpers and Medical War Elephants

Move from Seidrik to Warfire

Prochon Warband and Cannons of Kassite

Move from Blastoid to rice paddy SW of New Giruvegan (Army of Faith)

Vra Legion, 2 Knights and Cannon

Move "Army of Faith" knights from Warfire to ricepaddy SW of New Giruvegan

Knight
Knight
Imperial Knights from Babylon to Ricepaddy

1660

Move "Vandalites" Riflemen from Kassite to hill, 2 tiles SW of Mari
Move "Aluminites" Riflemen from New Giruvegan to hill 1 tile NE of oil near Aretan Border
Move "Aretan Border Guard" Riflemen straight north to hills positions
Move "Army of Faith" towards Babylonian City of Mari

"Army of Faith", moving from the NG Ricepaddy towards Mari, are backed up by recently promoted archers, that have replaced their bows with rifles, poor soldiers, but can hold their own in defending hills south of Mari, along with the Aretan Border Guard. The main bulk in the Army of the Faith is non promoted Samurai, knights and such, fighting in the traditional manner. A few modern cannons are brought along.

"Army of Arete", moving from Warfire towards Borippa, is the heaviest force, with recently upgraded elite riflemen, cannons and such.

"Army of the Ivory", moving around in the triangle north of Warfire and west of Babylon, stomping down infantry in the open fields.

Phase One of this War should be over by 1675, where it is time to end the turnchat. Next phase of the War, against Opis and their capital would be the next 5 turns.

No need for riflemen, go straight for Forge here, we are regrouping our forces so please go ahead and do some buildings, Forge

I agree, excellent Privateer site, fits roleplay too

Barcelona: Cannons, Let grow.

I would much rather have grocer here, we got enough to win this war

Warfire: Cannons. Let grow, unless you are totally against anymore unhealthiness (speak now or forever hold your peace).

I made my few comments in italics. The broad outline, we need more navy than riflemen, and we can afford to get some grocers at the expense of more troop builds, as we are regrouping from the elite troops in the Dark East.

Ignore TCNs recommendations of New Giruvegans citizens. Building Cannons is fine with me though.

Instructions for the next turnchat:

Citizens working the following tiles are to be converted to priest specialists:
The citizen working the grassland riverside hill 2N1E,
The citizen working the grassland hill 2S,
The citizen working the plains gold hill 1N.

For reason on the gold, see this thread: http://forums.civfanatics.com/showthread.php?t=289792

Also, Cordoba should now immediately build Moai Statues, per poll. Not Galleons.

Tcn, remember this city is Governed by me, and I am to make the descions.

But Avoid groth should be taken off immediatly.

And after forge build Riflemen instead of Knight.

I'm making the review post, but I have an announcement. We have captured Borsippa, but Justinian I declared war on us right after we did.

Sounds like we need to prepare for a naval war against Justinian of Mayas, mostly privateers to cushion political blows, and a few Frigates and Ship of the Lines to close kills.
Cordoba becomes ever more important, and NOW we build Maoi Statues there, right away.

The land army will complete the conquest of Babylon in next phase, where I recommend to raze Opis, for several reasons (roleplay, city maintenance, religion hazard etc etc). Opis would also be hard to turn into a naval port in due time as well, and is better to remove entirely.

I started with troop buildup. By this time, we probably have 4 times the military of Babylon. I felt it an ideal time to declare war. We had discovered Nationalism this turn, on a side note.
The turn of the declaration of war was built in with success. Furious Trunks and his gang killed two stray pikemen, triggering the birth of Zhuge Liang! Provo advised me to send him to Cordoba for now, and he is awaiting orders.
That same turn, troops arrived at Borsippa and Mari. In one turn, Borsippa's defences were wiped out by cannons. They were easily defeated. All of the troops that helped capture Borsippa are temporarily fortified. I think they would make an excellent attack force for the rest of Babylon.
I would have had the Mari troops attack, but I ended the turn, and, as I said before, Justinian declared war on us! I felt this was too big an event to continue a turnchat over, so, here we are now, at war with him. I suggest Provo do the next TC, he is most likely the one with the most war expertice.

"Governed cities were only hastily looked through and all words concerning them should be considered gameplay suggestions."

Also, Diamondeyes NG directions were pasted into my High Steward Thread, it was omitted from this post because of the proximity to the TC and my ability to stay on the forums.
