Game not finishing after killing all of the REF

I've killed all of the REF including all ships but the game will not end. It goes to turn 300 and gives a European Victory to the King of Holland (I was playing as Holland).

My Rebel sentiment is only 75% even though all of my cities are at 100% rebel - i don't need to be at 100% do I?

I've attached a save after killing the final enemy ship.

any help would be appreciated - there is no point in me playing another game if I don't know if the game will let me win

Same thing happened to me...i dont get it. The pedia also says that the winner after 300 turns wins...i was #1 (higher than the king of england) and he still won.

The ONLY thing i can think of is that maybe he captures an indian village and got loot and then ran into the jungle with it. Does loot count as a a REF unit?

Am i missing something here??

I had a similar problem; my experience is that usually the king has one unit in the middle of nowhere.

I think the AI is programmed to do this as a strategy sometimes (works OK if the continent is thin, and they land on west coast and sneak up on your poorly defended inland cities). But I think the AI screws up and does this badly sometimes. (Lands the troops too far away and never advances them).
