I agree with 1.-5.

CERN should work as many food (and commerce) as possible while finishing the granery this turn.

In the next turn, we will take the rice, it's + 5 /turn and we 've then 11/26 in the granary. If we take the rice this turn we 've in the granary only 12 instead of 13 with growing to pop 4.

much and much is impossible. With rice we 've 13 so 16 , with mine (or any river tile) we 've 14 so 18 .

I haven't checked in the game, but I have just seen the screenshots. So I made this more generell suggestions without having checked for the optimal choice of tiles... but your choice of tiles appears best (without checking ingame or doing other calculations)
