ECONOMIC REPORT. Tsarityn, Russian Federation. The global economy has continued its growth this year as shipping increases and the end of war in Germany reopens markets. The decline in global violence as a whole has been view optimistically as a changing in the global status. New inventions and developments such as moving pictures, radios, and automobiles have sparked new infrastructure and change throughout Europe and North America. Many hope that this change marks a golden age of human civilization, and that global peace and harmony could occur within our time. Below is a listing of economic changes this year:

North American News Report

NITE OWL STRIKES AT CRIME. Trenton, Pennsylvania. The people of the crime-ridden city of Trenton seem to rest easier at night as North America’s first masked hero has emerged. The vigilante known to the Pennsylvanian press as Nite Owl has shut down one of the city’s chief smuggling rings for illegal goods into the East Atlantic Customs Union. The Nite Owl has been noted for his efforts, but the Trenton police force has denounced this vigilante, claiming his antics to be brutal and unneeded in modern society.

NEZ PERCE PLEBISCITE. Avig, Nez Perce. The Nez Perce government sponsored a plebiscite this year in agreement with the government of the United Collectives of North America. This plebiscite was to determine whether or not the Nez Perce would follow the Lakota Sioux in unification with the larger communist regime. The elections were heatedly debated but the outcome came as a surprise to no one. The people of Nez Perce voted overwhelmingly to join the larger country as a sovereign collective within the United Collectives. They are slated to complete the entry into the UCNA by the end of 1924.

IMMIGRANTS SWELL CHICAGO POPULATION. Chicago, Free City of Chicago. The rise of black migration to the Free City of Chicago has left its mark. The government of Chicago has confirmed that the population of the city and surrounding regions has nearly doubled since the Tennessee Civil War and the emancipation of slaves in mainland Virginia. These black immigrants are to be recognized as full citizens of Chicago and many have already been recognized as legitimate citizens for military service and tax collection purposes. With immigrants comes new industry and wealth. The city of Chicago has completed the Freedom Tower, a massive steel and glass building in the center of the city. This has managed to pass the Imperial State Building in New York City as the world’s tallest building. (+1 Manpower per turn, +1 EP)

NEW FRANCE ELECTIONS. New Caen, Republic of New France. Even as fighting goes on in the southern part of the country, the government of New France has gone on holding elections. The Social Democrat Party has fallen into collapse, as the conservative National Party condemned them for allowing the raging rebellion. Though the military has continued to have success in the field, the new government has pledged to take whatever measures needed to crush the remaining communist strongholds. The National Party president has stated, “by holding elections now we show the communists and the world our commitment to democracy and the ideals on which the new republic was indeed founded in the wake of Mexican imperialism.” (+1 Stability)

VIRGINIA ELECTIONS. Richmond, Virginian Empire. The Liberal Party of Virginia, leading over economic expansion and major social reform has once more dominated Virginian politics. The Liberal Party has effectively eliminated the Ku Klux Klan from Virginia, the main leaders either exiled, executed, or imprisoned. As the nation’s economy grows, many believe that the Liberal Party has now overseen Virginia’s entry into a new golden age for the nation. Needless to say, they have dominated and controlled the People’s House with very little opposition. (+2 Stability)

GREAT LAKES WAR GAMES HELD. Erie, Pennsylvania. The governments of Pennsylvania and Canada held major war games this year, marking naval as well as amphibious combat practice along the Great Lakes. The Canadians clearly distinguished themselves in the mock combat, dominating the Pennsylvanian military. The general in charge of the Canadian military says, “that these games ably demonstrate to the aggressive powers of the world that Canada will be able to hold its own in any conflict.”

CANADIANS MAKE FIRST HEAVIER THAN AIR FLIGHT. Sudbury, Canada. Two Canadian automobile mechanics have managed to break previously believed laws of flight in a well publicized event. Moving picture films have been made as the two mechanics managed to take flight for over twelve yards in a small oil propelled craft. Without using hydrogen or lighter than air gases, these craft could mark a whole new era in aerial transportation. Despite this, there has been significant difficulty in patenting the craft as members of the Zeppelin Transport Authority have done their best to delay the new technology’s implementation in the United Nation States of America and the East Atlantic Customs Union.

ZEPPELIN PANICKS NEW ORLEANS. New Orleans, Empire of Louisiana. A massive Zeppelin Dreadnought from Georgia flew over New Orleans dropping Klannist propaganda. The zeppelin was painted with the face of Philip Wright, and bristling with weaponry startled the city of New Orleans into confusion. This action led to injury of hundreds of Louisianans and several dozen were killed. This has led to a new session of the government which has demanded war against Georgia, claiming this flight to be an act of aggression which violated Louisianan sovereignty. The Georgian government has been further condemned from politicians throughout the UNSA and the Gulf Alliance.

FIGHTING IN NEW FRANCE. New Caen, Republic of New France. The government of New France has easily maintained order against the communist army, easily rallying a much larger army to support it. Communist probes into the north were easily destroyed, and a large army was routed attempting to seize New Caen. Capitalizing upon this success, the republican army has crossed the river south and destroyed several major communist strongholds. They now have managed to force the communists into several smaller positions in the southeast.

GEORGIA EXPANDS POLITICAL CONTROL. Nashville, Tennessee. The governments of Tennessee and Georgia announced this year the establishment of the Greater Georgia Protectorate, an organization to expand the territory of Georgian military protection. Tennessee is the first and only member of this new protectorate, trusting its fate to Georgian political guidance. The governments of the United Nation States of America have protested this move, stating that the new Protectorate threatens the balance of power in North America. The Virginian government has also been disturbed by this development as this marks the end of the over twenty years of the Appalachian Alliance.

Central/South American News Report

BELIZE ELECTIONS. Belize City, Belize. The elections in Belize this year were hotly disputed as the Conservative Party struggled to retain hold on its power. As the United Collectives of North America reconciles with the Catholic Church, fear and hatred towards that regime has lessened and a major platform of the Conservative Party has begun to collapse. The Liberal Party has capitalized upon this and condemned the Gulf Alliance for its warmongering and has pledged to focus on improving the way of life for all of Central America’s people. Belize has offered to lend support for the government of Honduras in the ongoing conflict, but Guatemalan threats and posturing have led to a recanting of this offer. (-1 Stability)

HONDURAS ELECTIONS. Tegucigalpa, Honduras. Despite the ongoing war the Liberal Party government of Honduras has found it to be a hard time keeping popular support for the effort. The Conservative Party, promising a quick end to the war and bloodshed, has promised to bring about a armistice at the soonest possible date. These promises and a strong connection to the military has allowed the Conservatives to win an overwhelming victory. They have promised in the wake of this victory that there will be peace no later than 1925. (+1 Stability)

CUBAN ELECTIONS CEMENT DICTATORSHIP. Havana, Cuba. What many consider to be sham elections were held this year in Cuba, marking the confirmation of Acturo Pierre as El Presidente for life of Cuba. The military observed elections very carefully, helpfully aiding Cubans in their selection. Despite the tense nature of the elections, there has been no sign of any real opposition towards the Pierre government. The Cuban people seem content with the growing prosperity of Cuba and the strength of arms presented by the standing government and military.

TENSIONS CONTINUE RISE IN CHILE. Santiago, Chile. The Chilean government has continued to respond against anti-socialist unrest throughout the country, suppressing several major demonstrations. Elements of the military have threatened to mutiny should elections not be once more held. The nation nears a breaking point as anti-socialist sentiment seems to be rising into a violent fervor.

UCNA RECOGNIZES CATHOLIC CHURCH. Mexico City, United Collectives of North America. After last year’s violent demonstrations throughout southern Mexico, the government of the United Collectives of North America determined to officially recognize the Catholic Church, taking a step away from the state supported atheism. The Pope has applauded the government’s efforts at reconciliation, reopening monasteries and churches throughout the whole United Collectives. Despite this, Catholic backers have continued to speak out against the communist government, declaring capitalism to be the true voice of the people.

GULF ALLIANCES DEPLOYS FORCE TO JAMAICA. Kingston, Jamaica. The failure of the Jamaican national economy last year has sparked a rapid response from the members of the Gulf Alliance. A Cuban and Texan task force has been deployed to protect the island from “outside aggression” and to prevent “unsavory elements” from taking advantage of the island in its distress. The Gulf Alliance has also begun importing greatly reduced in price agricultural products in order to help feed the majority of the Jamaican people. The Jamaican government has thanked the Gulf Alliance for its support in Jamaica’s time of need.

PARAGUAY OFFERS HOPE TO BOLIVIA. Sucre, Paraguay. The Paraguayan government has brought a new offer to the people of Bolivia. Full citizenship and voting rights will be offered to the people of Bolivia when one of the two following conditions are met. The people of Bolivia are offered these rights first if they register for national tax payment, but if that is not a possibility another option has been made. The Bolivian people could instead choose to register for military service, which grants citizenship without the burden of paying taxes. The Bolivians have welcomed this as a good change from previous conditions, hoping that now they may be able to rebuild their shattered nation.

PARANA DAM COMPLETE. Asuncion, Paraguay. The Parana River Dam Project has at last come to a conclusion after nearly a decade of effort. This dam represents the largest hydroelectric plant in South America, providing electricity at very low prices throughout the whole of southern Paraguay. The government has acknowledged this as a golden era for Paraguay and that the nation has at last found its place in the sun.

GUYANA PLEBISCITE HELD. Georgetown, Socialist Union of South America. The United Collectives of North America held a plebiscite in the disputed Guyana Commune this year, which many have attested to be an example of new imperialism from the United Collectives. The vote was offered to either allow Guyana to remain within the United Collectives, become an independent national commune, or to join with the Socialist Union of South America. The people of Guyana spoke quickly, announcing their intentions to join with the South American government, stating their unity with South America rather than with the north.

EL SALVADOR WAR. San Salvador, El Salvador. The war between El Salvador and Honduras continues to go on without abating. The Hondurans have managed to launch several counteroffensives which have met with success. Each attempt, however, meets with increased bloodshed and casualties. The Honduran military has pledged to win this war, and has kept up the advance, driving the El Salvadorans back towards the border.

SERBIA REPORTS MAJOR BOOM. Belgrade, Serbia. The Serbian Economic Ministry reported this year a dramatic increase in the nation’s economy. The government has attributed this success to the rise in imports from Russian business and the opening of new factories within Serbia to provide for the rest of the Protectorate. The Serbian people have clearly reached a boom time for their nation’s economy. (EP growth listed above)

BULGARIA ELECTIONS. Sofia, Bulgaria. The Bulgarian elections this year have once more been dominated by the tsar’s favored Conservative Party. Liberal Party forces found themselves driven out of any major media outlet and prevented from fair electoral process. The government has remained solidly under the control of the Conservative Party with limited opposition control. The Liberal Party only now retains a single seat within the Bulgarian Duma. ENGLISH MONARCH CAVES TO DEMANDS. London, England. With civil war once more threatening the English nation, King Edward VIII has abdicated from power, leaving the monarchy to his son. The new King Henry IX has pledged reform and to sit out of politics unlike his father and grandfather. Parliament has once more been reassembled after another fifteen years of being out of service. The nation’s first elections are once more to be held next year, as a new prime minister is brought into power.

ITALIAN ELECTIONS OPEN DOORS. Rome, Republic of Italy. The failure of massive Italian spending last year led quickly to retribution within the government. The entire Finance Ministry was replaced by the president within a few months, and to many this seemed to be an unforgivable action. The Repubblicani Leali has at last lost its control over the Italian government in this year’s elections. With many people unemployed or jaded against the Italian regime, the vote turned into a surprise. The long standing conservative government has lost its control in favor of a bare majority by the liberal Federazione Liberale Nazionale. The new government has pledged to keep up Italy’s strength and unity with France, though they have pledged to not infringe on the rights of the common man as much as the previous government. Conservative backers have denounced this, claiming bias and demanding a new vote against the liberal government. (-1 Stability)

KING OF SERBIA DIES. Belgrade, Serbia. The Serbian nation mourned the death this year of what many call King Peter the Great. His reign saw the growth of democracy and prosperity in Serbia. The Serbian people have even boasted that they alone held off the might of Russia when no others could. The new King, Peter II, has pledged to uphold the tenets of his father and to maintain the power and economic strength of the Serbian nation.

RUSSIA PASSES WORKER REFORM. St. Petersburg, Russian Federation. The Russian Federation passed landmark and controversial labor reform this year, establishing the country’s first minimum wage law. This has been in addition to other laws which have been passed to limit the amount of hours employers can force their workers to work. This has sparked some notable resistance including even from Tsar Nicholas II himself, who stated, “that limitations on business are detrimental to the cause of Russian freedom.”

UNREST IN ICELAND WITH NEW LEGISLATION. Reykjavik, Danish Empire. The Danish government, with haste and dubious tactics, passed a bill making any acts of succession required with at least the approval of two thirds of Parliament. This was followed by the failure of the Icelandic Independence Bill, which achieved just barely below half of the legislative body’s support. This has been met with rioting and unrest throughout the major cities of Iceland, angered at perceived attempts by the Danes to prolong their imperialist control of the island. The Sjálfstæðisflokkurinn have vowed to continue proposing a bill for their independence until the rest of the Parliament concedes defeat. They have also promised to vote against any other proposition made within Parliament until their demands are met, likely hindering the passing of most major bills. (-1 Stability)

DANISH EMPIRE REFORM LAWS HIT ROADBLOCK. Copenhagen, Danish Empire. Government attempts to pass a series of reform laws hit significant problems with continued resistance from the Sjálfstæðisflokkurinn and several sympathetic members of the Dansk Fremskridtspartiet. Worker reform laws were scheduled to go into implementation this year but half of them failed in Parliament. In addition to business conservatives, the Icelandic nationalists easily sabotaged minimum wage laws which were supposed to be passed. However, a number of conservatives felt differently about laws regarding maximum working hours, and with a few minor revisions, those laws managed to pass the gauntlet of Parliament.

FRANCE PUBLICIZES NEW TANKS. Paris, France. The French military unveiled in a well publicized parade the new Hotchkiss tank, with a rotating turret and slightly faster than older models. The event was well filmed and attended by most Lisist Party leadership. These new tanks are believed to be the most formidable armored ground vehicle in the world, and were used to symbolically “capture” Gibraltar from the German government.

GERMAN CIVIL WAR COMES TO A CLOSE. Munich, Germany. The German Civil War came to a startling conclusion this year with the arrest of the Kaiser. Offered a behind the scenes deal by the republican government, the military used kommando forces to seize and dethrone the Kaiser of Germany. In exchange the republican government has pledged not to execute or arrest any military leaders who chose to remain loyal to the imperial government. With the conclusion of the war, the German Republic was proclaimed, and the old monarchy declared dead. The Kaiser has been exiled to England, while former palace buildings in Berlin have been nationalized to be used as museums. A new government center has been established in Munich, which has been proclaimed to be the “true heart of the German people.” The nation’s first full elections are slated to be held next year followed with new elections in the Danish style every three years.

NEW FILMS DEVELOPED IN KINOGRAD. Odessa, Russian Federation. Continuing the trend of Russian dominance over the global film industry, production agencies in Kinograd near Sevastopol and Odessa have demonstrated moving pictures with sound. No long will film agencies be tied to subtitles or note cards. These new films were launched with the film The Silk Shadow, detailed below. The new moving pictures industry seems to be more than ready to continue expansion and evolution.
 
African/Middle Eastern News Report

OTTOMAN ELECTIONS AMID SULTAN’S DEATH. Ankara, Ottoman Empire. This year’s elections in the Ottoman Empire were marked by the death of Sultan Mahmud IV, a long reigning sultan who oversaw the Suez War and the conversion of the nation to a democratic society. The successor to the throne, Mehmed VIII has endorsed the Council of Union and Progress much as his father did. The new monarch’s endorsement aside, the Council has once again dominated Ottoman elections with little organized opposition. With what appears to be almost the full support of the nation’s people, it seems to many observers that the Ottoman Empire could easily become a single party state. (-1 Stability)

ARABISTAN THROWS OUT VIRGINIANS. Ahvaz, Arabistan. The people of Arabistan have risen up in full revolt against the Virginian government of their nation. The nation’s governor has been arrested by the populace, while the Virginian military in the region was surprised and destroyed or forced to surrender. The remnants of the garrison have fled across the border to regroup with other forces in Iraq. The Arabistani government has appealed for help from both Persia and the Ottoman Empire, hoping to consolidate its independence from the Virginian Empire. (-9 Virginian Infantry Divisions)

NATIVES RISE IN NOVA BRAZIL. Porto Pedro, Nova Brazil. The Imperial Brazilian government has met with significant resistance in their African settlements this year as displaced natives rose in revolt against the Brazilians. The government came down hard against the native rebellions and legislation has been passed demanding immediate and forceful evacuation of all non-Brazilian citizens from the country. Despite this legislation, relatively few refugees seem to be passing into Liberia or the Danish Empire, and rumors of atrocities have been emanating from within the Brazilians’ borders. Entire villages are reported to have been extinguished by the Brazilian military in retaliation for the uprising. The Liberian government has issued warnings against continuing the atrocities, threatening intervention on behalf of the African natives. (-5 Infantry Brigades, +3 Stability)

FRENCH SEIZE GERMAN POSSESSIONS. Gibraltar, France. In accordance with a treaty with the Republic of Germany, the French government has reasserted its control over two formerly French possessions taken in the aftermath of the Great War. The town of Gibraltar and the surrounding regions were the first to be retaken by French military units, bringing them back as a Spanish province within France. Somalia was the next province to be restored to French imperial rule as German forces vacated the province ahead of the arrival of French cavalry. The French government has filmed celebrations of the return of the regions to the nation’s rule, showing as a sign of the progress of the Lisist government.

Asian/Pacific News Report

SHANXI WARLORD PASSES ON. Taiyuan, Shanxi. Fan Wu Rou, long time general and commander of the Shanxi district passed on this year of apparently natural causes. His subordinate Dong Feng Rong has assumed control of the province, bringing much ambition into the government. Rong has answered republican pleas for entry into the ongoing war, and has launched his nation into an invasion of communist China. His successes have led many to mark him as the true “new face of China.” (+3 Stability)

NAVAL WAR IN THE PACIFIC. Manila, Republic of New England. From the Philippines to the coasts of China, a large number of submarines with greater distance than previous models have been striking at communist shipping to China. All communist flagged ships sailing through the region, civilian or otherwise have been attacked or sunk by these unknown submarines. Over one hundred United Collectives of North America and Socialist Union of South America ships have been reported to have been destroyed by these unknown assailants, preventing the arrival of much needed aid to the Union of Chinese Collectives. In a more conventional sense the communists have continued to meet setbacks. The Korean navy has located and utterly razed the main communist Chinese naval pens, sending the localized ships to the bottom of the Pacific Ocean, with few losses of their own.

FIGHTING IN CHINA. Lanzhou, Republic of China. The Republic of China seems to have reversed its fortunes this year, winning several major victories. Though the communists retain control of the major rivers, sinking republican river boats, the republicans have managed to advance. They met heavy resistance from communist forces, but managed to advance south and then east along the river. The communists responded with a counterattack in the north, which managed to advance a decent ways before republican reinforcements ground them to a halt. In the north, the warlord of Shanxi surprised the communists launching a wildly successful invasion. Peking was seized and a coastline was established as few communist forces were able to be deployed north during the heated fighting in the south. In the south the republicans won a major victory against the aristocrats of Fujian and Guangxi, destroying the government of the former and forcing much of their forces to join the latter.

AMERICAN CUP. Hartford, Republic of New England. The Hartford Football Club, known locally as the Benedicts, won the American Football Cup this year after a perfect season. With no defeats on their record, many believed that the Detroit Football Club, also known as the Drivers, stood little chance. This belief was proven to be justified with the Hartford victory. The city was nearly shut down with celebrations for over a week, leading to utter confusion among the exuberance. The final score for the game was Hartford with six points and Detroit with one.

EUROPEAN CUP. Marseilles, France. The Marseilles Football Club represented France this year in the final game of the season, marking the second year in a row that a French team has made it to the final game. Opposing them was the Roma Football Club, which had a barely above average performance in national games. Rome came to shine on the field against France, however, winning through an impressive performance, establishing a lead early on which the French team was unable to surpass. The final score of the game was Rome with eight points and Marseilles with three.

OLYMPIC COMMITTEE ANNOUNCES CITY OPTIONS. Copenhagen, Danish Empire. The Olympic decision-making committee has met once again this year to determine three possible European cities for the Olympics in 1932. The first of these has been the city of Cardiff, nestled in one of the most tranquil regions of England. The committee has argued that this city would make a fine location for the Olympics away from the turmoil of the Continent. The second city selected was Paris, scene of the most brutal battles of the French Civil War. The committee has suggested that with the reconstruction of the city, the city could allow for more spacious and better designed zones for Olympic competition. Lastly, the city of Oslo, Sweden has been selected. This city has been marked once again for its isolation from the wars on the main European continent. Summary: An action packed film starring the very masked vigilante for whom the moving picture was made. This film depicts the life of Russia’s sexiest masked avenger and has made great waves throughout society. The flamboyant posters advertising this movie have caused it to even be banned in some nations, which have claimed them to been little more than posted pornography. Important because it was the first moving picture to feature sound inherent in the film.

I have been convinced by the efforts of several people and from my own judgment to move the Marine Brigades tech into the Naval techs section due to the cooperative nature of this tech and how it is more geared towards naval rather than army doctrine.

Medicine level 2 is now considered common knowledge.

@Bombshoo: you did not receive all the EP you expected, therefore some of what you wanted built were not completed.

If you do want to submit political cartoons, they only have to be relevant to the previous update, not the update that the cartoon is actually in. That way you don’t have to be a psychic to read my mind to guess what’s coming in the next update to submit a cartoon. See Milarqui’s example as what I’ll be expecting. Remember, be sure to submit them using imageshack and via PM, not by AIM or e-mail.

Good update EQ. Finialy got a major motion picture in Hawaii. and the masked villian bit, hilarious. a bit of backwards fun for the most peaceful place on the planet!

France offers Paris graciously to host the Olympics - we have given it capital care and it can truly demonstrate how we are open to a new age of hopeful peace. As a demonstration of goodwill, we will suspend previous restrictions against communist nations so that all nations may be able to equally participate - if we are chosen.

Russia would like to vote for Paris, provided that France pledges to finish fully reconstructing the city and to provide for the safety of the athletes of countries disliked by the French, such as the Communist countries.

From Ottoman Empire:

We wish to make a deal allowing Jordan the opportunity to be reunited with the Ottoman Empire. Matta al-Hashim will be given the title of Pasha and allowed to retain control over a semi-autonomous Amman Vilayet. In return for this move by the German Republic we can offer financial compensation as well as the annulment of German payments towards the reconstruction of the Suez Canal to be taken up in full by the Ottoman Empire.

To Virginia

We wish to engage in negotiation on the possible independence of Arabistan from all foreign influences.
 
Paris for the 1932 Olympics.
 
England rejects 'New Frances' abstaination as we fear we dont listen to communist rebels when it comes to international politics. We await Republican New Frances decision.
 
Two notes on the Olympic voting: NPCs won't be doing it, player only, once again, I leave it to the choice of not just players, but lurkers too as long as it is of the three already nominated cities.
