This has led to a new session of the government which has demanded war against Georgia, claiming this flight to be an act of aggression which violated Louisianan sovereignty. FIGHTING IN NEW FRANCE. New Caen, Republic of New France. The government of New France has easily maintained order against the communist army, easily rallying a much larger army to support it. Communist probes into the north were easily destroyed, and a large army was routed attempting to seize New Caen. Capitalizing upon this success, the republican army has crossed the river south and destroyed several major communist strongholds. They now have managed to force the communists into several smaller positions in the southeast.

GEORGIA EXPANDS POLITICAL CONTROL. Nashville, Tennessee. The governments of Tennessee and Georgia announced this year the establishment of the Greater Georgia Protectorate, an organization to expand the territory of Georgian military protection. Tennessee is the first and only member of this new protectorate, trusting its fate to Georgian political guidance. The governments of the United Nation States of America have protested this move, stating that the new Protectorate threatens the balance of power in North America. The Virginian government has also been disturbed by this development as this marks the end of the over twenty years of the Appalachian Alliance.

GULF ALLIANCES DEPLOYS FORCE TO JAMAICA. Kingston, Jamaica. The failure of the Jamaican national economy last year has sparked a rapid response from the members of the Gulf Alliance. A Cuban and Texan task force has been deployed to protect the island from outside aggression and to prevent unsavory elements from taking advantage of the island in its distress. The Gulf Alliance has also begun importing greatly reduced in price agricultural products in order to help feed the majority of the Jamaican people. Full citizenship and voting rights will be offered to the people of Bolivia when one of the two following conditions are met. The people of Bolivia are offered these rights first if they register for national tax payment, but if that is not a possibility another option has been made. The Bolivian people could instead choose to register for military service, which grants citizenship without the burden of paying taxes. The Bolivians have welcomed this as a good change from previous conditions, hoping that now they may be able to rebuild their shattered nation.
PARANA DAM COMPLETE. Asuncion, Paraguay. The Parana River Dam Project has at last come to a conclusion after nearly a decade of effort. This dam represents the largest hydroelectric plant in South America, providing electricity at very low prices throughout the whole of southern Paraguay. The Bolivian people could instead choose to register for military service, which grants citizenship without the burden of paying taxes. This dam represents the largest hydroelectric plant in South America, providing electricity at very low prices throughout the whole of southern Paraguay. GUYANA PLEBISCITE HELD. Georgetown, Socialist Union of South America. The United Collectives of North America held a plebiscite in the disputed Guyana Commune this year, which many have attested to be an example of new imperialism from the United Collectives. The vote was offered to either allow Guyana to remain within the United Collectives, become an independent national commune, or to join with the Socialist Union of South America. The people of Guyana spoke quickly, announcing their intentions to join with the South American government, stating their unity with South America rather than with the north.
EL SALVADOR WAR. San Salvador, El Salvador. The war between El Salvador and Honduras continues to go on without abating. The Hondurans have managed to launch several counteroffensives which have met with success. Each attempt, however, meets with increased bloodshed and casualties. The Honduran military has pledged to win this war, and has kept up the advance, driving the El Salvadorans back towards the border.

ENGLISH MONARCH CAVES TO DEMANDS. London, England. With civil war once more threatening the English nation, King Edward VIII has abdicated from power, leaving the monarchy to his son. The new King Henry IX has pledged reform and to sit out of politics unlike his father and grandfather. Parliament has once more been reassembled after another fifteen years of being out of service. The nations first elections are once more to be held next year, as a new prime minister is brought into power.
ITALIAN ELECTIONS OPEN DOORS. Rome, Republic of Italy. The failure of massive Italian spending last year led quickly to retribution within the government. The entire Finance Ministry was replaced by the president within a few months, and to many this seemed to be an unforgivable action. The Repubblicani Leali has at last lost its control over the Italian government in this years elections. With many people unemployed or jaded against the Italian regime, the vote turned into a surprise. The long standing conservative government has lost its control in favor of a bare majority by the liberal Federazione Liberale Nazionale. The new government has pledged to keep up Italys strength and unity with France, though they have pledged to not infringe on the rights of the common man as much as the previous government. RUSSIA PASSES WORKER REFORM. St. Petersburg, Russian Federation. The Russian Federation passed landmark and controversial labor reform this year, establishing the countrys first minimum wage law. This has been in addition to other laws which have been passed to limit the amount of hours employers can force their workers to work. This has sparked some notable resistance including even from Tsar Nicholas II himself, who stated, that limitations on business are detrimental to the cause of Russian freedom.
UNREST IN ICELAND WITH NEW LEGISLATION. Reykjavik, Danish Empire. The Danish government, with haste and dubious tactics, passed a bill making any acts of succession required with at least the approval of two thirds of Parliament. This was followed by the failure of the Icelandic Independence Bill, which achieved just barely below half of the legislative bodys support. This has been met with rioting and unrest throughout the major cities of Iceland, angered at perceived attempts by the Danes to prolong their imperialist control of the island. Worker reform laws were scheduled to go into implementation this year but half of them failed in Parliament. In addition to business conservatives, the Icelandic nationalists easily sabotaged minimum wage laws which were supposed to be passed. However, a number of conservatives felt differently about laws regarding maximum working hours, and with a few minor revisions, those laws managed to pass the gauntlet of Parliament.
FRANCE PUBLICIZES NEW TANKS. Paris, France. The French military unveiled in a well publicized parade the new Hotchkiss tank, with a rotating turret and slightly faster than older models. The event was well filmed and attended by most Lisist Party leadership. These new tanks are believed to be the most formidable armored ground vehicle in the world, and were used to symbolically capture Gibraltar from the German government.
GERMAN CIVIL WAR COMES TO A CLOSE. Munich, Germany. The German Civil War came to a startling conclusion this year with the arrest of the Kaiser. Offered a behind the scenes deal by the republican government, the military used kommando forces to seize and dethrone the Kaiser of Germany. In exchange the republican government has pledged not to execute or arrest any military leaders who chose to remain loyal to the imperial government. With the conclusion of the war, the German Republic was proclaimed, and the old monarchy declared dead. The Kaiser has been exiled to England, while former palace buildings in Berlin have been nationalized to be used as museums. A new government center has been established in Munich, which has been proclaimed to be the true heart of the German people. The nations first full elections are slated to be held next year followed with new elections in the Danish style every three years.
NEW FILMS DEVELOPED IN KINOGRAD. Odessa, Russian Federation. Continuing the trend of Russian dominance over the global film industry, production agencies in Kinograd near Sevastopol and Odessa have demonstrated moving pictures with sound. No long will film agencies be tied to subtitles or note cards. These new films were launched with the film The Silk Shadow, detailed below. The new moving pictures industry seems to be more than ready to continue expansion and evolution.

From the Philippines to the coasts of China, a large number of submarines with greater distance than previous models have been striking at communist shipping to China. Over one hundred United Collectives of North America and Socialist Union of South America ships have been reported to have been destroyed by these unknown assailants, preventing the arrival of much needed aid to the Union of Chinese Collectives. In the north, the warlord of Shanxi surprised the communists launching a wildly successful invasion. Peking was seized and a coastline was established as few communist forces were able to be deployed north during the heated fighting in the south. In the south the republicans won a major victory against the aristocrats of Fujian and Guangxi, destroying the government of the former and forcing much of their forces to join the latter.

The Olympic decision-making committee has met once again this year to determine three possible European cities for the Olympics in 1932. The first of these has been the city of Cardiff, nestled in one of the most tranquil regions of England. The committee has argued that this city would make a fine location for the Olympics away from the turmoil of the Continent. The second city selected was Paris, scene of the most brutal battles of the French Civil War. The committee has suggested that with the reconstruction of the city, the city could allow for more spacious and better designed zones for Olympic competition. Lastly, the city of Oslo, Sweden has been selected. This city has been marked once again for its isolation from the wars on the main European continent. A couple of new sections have been added to the rules, giving more information on uniquely named units and upgrading.
I have been convinced by the efforts of several people and from my own judgment to move the Marine Brigades tech into the Naval techs section due to the cooperative nature of this tech and how it is more geared towards naval rather than army doctrine.
Medicine level 2 is now considered common knowledge.
@Bombshoo: you did not receive all the EP you expected, therefore some of what you wanted built were not completed.
If you do want to submit political cartoons, they only have to be relevant to the previous update, not the update that the cartoon is actually in. That way you dont have to be a psychic to read my mind to guess whats coming in the next update to submit a cartoon. See Milarquis example as what Ill be expecting. As a demonstration of goodwill, we will suspend previous restrictions against communist nations so that all nations may be able to equally participate - if we are chosen.

Russia would like to vote for Paris, provided that France pledges to finish fully reconstructing the city and to provide for the safety of the athletes of countries disliked by the French, such as the Communist countries.

We wish to make a deal allowing Jordan the opportunity to be reunited with the Ottoman Empire. Matta al-Hashim will be given the title of Pasha and allowed to retain control over a semi-autonomous Amman Vilayet. In return for this move by the German Republic we can offer financial compensation as well as the annulment of German payments towards the reconstruction of the Suez Canal to be taken up in full by the Ottoman Empire.
