founding religions, with no religion civic?
For Dune Wars, we plan to make religion a less important component of the game. In particular, we have removed the religion column of the civics screen.
As soon as we do this, religions are no longer foundable or convertable. When you research a tech which gives a religion, you are not given the option to convert. When a religion spreads to your city, you are not given the option to convert. In the religion screen, normally you would move the mouse over a religion button and you would be given the option to convert to this religion. Instead, when you move the mouse, the hover help in the lower left of the religion screen says, "Cannot convert to Hinduism", or whatever.
I have created a tiny mod which shows the problem. It gives a couple of xml parsing errors from voteinfo and eventtriggerinfo, but these do not affect the problem. If you use this mod on vanilla (BTS 3.19) then you will see the problem. Load, start any game, found your city, wait 20 turns till one of the other religions is founded or found one yourself. Give one of your cities the religion in WB, then bring up the religion screen. You will see the message "Cannot convert to Hinduism".
Is there a way to re-enable founding/converting, even when there is no religion civics column?
EDIT: never mind, found the answer a few minutes after posting. In vanilla, all the religion civics have <bStateReligion>1. This enables founding a state religion. So as long as one full column of the other civics has this set, then it will be possible to convert. If the hover help had said just a little more, like "Your current civics do not allow a state religion", it would have been easier to figure out.
