Judging by your signature as at 09-12-22: Russia. Germany. Japan. China is great for a non-UHV game, the UHV is too limiting. America.

In retrospect, I'll add a civ. The best civ for minimal UHV pressure plus ability to build a huge military at the same time is Turkey.

I think minimal UHV pressure should go to Japan. However, I would say the most fun civs are France, China and Turkey.

Greece is really fun. You can decide, wether you do the peaceful way building wonders or the ALEXANDER way!!! Arabia and Turkey are also cool.

France is fun. You don't really lose cities in the New World, and you get to be at war with U.S.A if you want to, and civs like you more.
If your looking for something hard in terms of UHV, try India or Babylon.

I love playing as Greece, and their UHV is fun too. I also like France and Japan and Turkey for their UHV.
