To the so called Lord of Hindoostan, Shah Alam II of the Mughals
From Zaman Shah Durrani

O weak and wicked man who dares to call himself Emperor. You are a cur and a blight upon Islam for in your wretched nature you have submitted to the Hindoo infidel. Your proud ancestor Babur Gazi is rolling in his graves. For he knew his duty to Islam. When he entered the lands of Hindoostan he did not consort with the infidel. He poured the drink from his cup into the ground and said to his soldiers that not one more drop of haraam liquor would pass his lips as long as the infidel still resided in Hindoostan. When he marched into Delhi and crushed Ibhrahim Lodi he slew the Hindoo infidel in the hundreds of thousands, smashed their temples and holy places until they were in much distress and lamented that they had ever been born infidel.

A curse upon you Shah Alam for look at the state of your dynasty now. The Hindoo infidel have free reign upon the lands of Hindoostan. You and your ilk have resided in Hindoostan since the great Mahmud of Ghazni and yet you find yourself unable to eradicate the kaffirs. You do not deserve the title you hold Shah Alam nor do you deserve to call yourself Caliph of Islam. As the mocking couplet goes, "The realm of Shah Alam runs from Delhi to Palam"

I hereby call upon you to surrender your titles to me, to send your daughters in marriage to me and to submit to me. For my house is far greater than yours in land, in wealth, in power. Leave your secluded palace in Delhi behind, come to my grand palace in Kabul and see what true glory is.

To Kokkand, Bukhara, Khiva,
From Zaman Shah Durrani

O Lords of Central Asia. I am Zaman Shah Durrani. You knew my father Timur Shah and my illustrious grandfather Ahmed Shah. Then you know I am also a great man, for their blood runs in my veins. I call upon you to give me the same service that you gave my father and grandfather. Provide me with soldiers, brave cavalrymen from the steppes for my wars and I shall reward you with great loot and wealth.

I am Zaman Shah and all who oppose me shall perish. But all who join me shall reap great reward as the scimitars of our cavalry slay our enemies, and we carry off their women and wealth.

Here I am to claim my throne, as Carlos IV de Borbón, por la Gracia de Dios Rey de las Españas y de sus colonias americanas y asiáticas.

To: The United Kingdom
From: The Spanish Empire

Many centuries ago, Spain and England were brothers, allies, in the fight against France to prevent her from controlling everything. It was very sad for us to see you step away from the embrace of God. We are glad that you are willing to put that problem aside and join with all the European nations in order to expel the illegal French revolutionary government that killed Our Royal cousin. We shall join this alliance, and hope that it will soon allow us to restore the legitimate Borbon throne.

To: the illegal government that currently has a hold of France
From: The Spanish Empire

We declare war on you and your heathen ways, for God does not approve of them at all.

We would like to a quad-state area mutual trade pact to encourage devlopment, growth, foreign commerce and investment. Perhaps we could also include Delaware, we like to name it the Princeton Accords of Mutual Economic Devlopment (PAMED).

By announcing support for the mob in France in an international forum, Kentucky endangers the safety of the Union.

We propose an economic treaty to promote the growth around the Bay and the surrounding areas. Exact terms are up for discussion but Maryland wants to gauge interest first.

Confirming Massachusetts.

To New York, New Hampshire
From Massachusetts

We believe a customs union, whereby our nations cease to levy tariffs on each other’s goods, and whereby our troops can move freely through all our states’ lands, would be in our best interests. With New York, the case for a customs union is obvious because otherwise both of our states will have extreme difficulty trading with and settling our regions of the Northwest Territory. With New Hampshire, we see that you have no substantial port and so we believe that you would clearly benefit through exporting your goods through Boston, and of course this would also cause Vermont merchants to trade more across your borders, giving you extra income from tariffs.

To the World
From Massachusetts

We wish to inform you that any ship that docks in Massachusetts’s ports but sells nothing in Massachusetts will have its harbour dues reduced by one third. Therefore, encourage your merchants to refuel at Boston on their trade journeys.

Treaty of CheshireA proposal to Connecticut which was provisionally agreed some time ago

Connecticut shall cede all its western reserve to Massachusetts.
Massachusetts shall, upon receipt of this western territory, cede the Hampshire County, and the Berkshire County, except the towns of Savoy, Cheshire, Adams, New Ashford, Williamstown, Adams, North Adams, Clarksburg, and Florida.
The signatories shall grant citizenship to their newly acquired subjects as if they had always been within their borders, and the signatories will not act in ways that favour their previous citizens over their newly acquired citizens.
This treaty shall be null and void unless all its terms are completed in full within a year.

This map illustrates the terms of the treaty.

Signed, His Excellency Governor Samuel Adams of the Commonwealth of Massachusetts

@Karalysia: The numbers of units I've provided are based on standing armies. The ones for Nepal are what I came up with after preparations were complete. Also, the more independents in India, the merrier the situation will be. As my studies indictated, the Maratha Confederacy was continuing to decentralize, and Gujarat is one of the most decentralized parts of it.

@The Farow: Yes, your government is mostly like the RL one, just remember that it's a national government instead of a strictly state one.

@JulyFool: Denmark's status is a bit undetermined at this moment. Cologne may be a better option. Frankly though, I think you were doing quite well as Delaware and could do a lot within the United States. My recommendation would be to stick with it.

So are you planning on any adjustments to Persian factions? Shi'a clergy is if anything even more influential and difficult to control than its Sunni counterpart, and was a huge factor in everything that went on in Persia during the period. And if you're going to have tribes as factions for other nations, then Persia clearly deserves them too; tightly-knit cattle-herding tribes like the Bakhtiyari or the highlander tribes of Gilan have likewise been traditionally very powerful and influential. Those two groups pretty much made or broke all the popular movements that might have sprouted up among the urban poor and the middle class throughout the 19th-early 20th centuries, and shared in the power of the Aristocracy (such as it is), alternatingly undermining it and the state or being manipulated by them. The loyalty of the latter is obviously also key to the traditional Persian mechanism of raising a large irregular force.

Austria here and ready to kick some revolutionary @$$.

To Revolutionary France
From Emperor Franz II of the Holy Roman Empire

Put down your arms and surrender to the Coalition and we shall show leniency.

To Anti-Revolutionary France Alliance
From Emperor Franz II of the Holy Roman Empire

Roll call. All who are part of the alliance please be so kind as to confirm your participation. I will then send an invitation to meet and discuss our plans for squashing this revolution for the good of the world.

To Catherine II of the Russian Empire
From Emperor Franz II of the Holy Roman Empire

I implore the Empress to side with the coalition against the dangerous forces of the French rebels. The cesspool that is Paris breeds instability and hazardous ideals, ones that could lead to similar bloodshed within our own borders. And as you well know, Russia is not immune to these dangers.

On another order of business, I ask that Russia join Austria in petitioning Prussia for a new partition of Poland. The 1792 rebellion and the Kościuszko Uprising show the current situation is not stable.
