[BUG] Research Agreement Without Philosophy
While playing as America I was given a research agreement by Bismarck. I did not have philosophy so this should not, according to the Civilopedia, have been possible.

This happened to me as well. See my "peace treaty does not expire thread." I was Japan and America offered it to me; I did not yet have Philosophy at that time. I'm assuming only one party needs Philosophy to initiate it.
