1.29f question...is it possible to get techs more often than once every 4 turns?

As I've modded and learned and improved Civ 3, I've found it really coming into its own. But I still have a fairly major complaint. The late game is very tedious. It is my opinion that this is caused, in large part, by the tech rate capping at one tech every 4 turns. Once you've cleared your continent of rivals, and you've committed to the space race, it's just interminable waiting for the techs.

I understand why they made the change, and I agree with it. Science was too important in Civ 2. But 4? I would like to change it to 3, and see if that improves the game, but I couldn't find out where I could do that in the editor. Is this hardcoded in?

load up the .bic/.bix and go to the General Settings tab of the Rules page. Under Technology (bottom left) you can set the minimum and maximum research times

You can also set the max rate. I think if you set the min/max rate at the same value, the game crashes when you "learn" future techs.
