How to download ModBuddy

I cannot figure out where and how to download ModBuddy. The closest I can get in my searches are that it is available on Steam, but where and how?

Everytime I try to do this, Steam tells me that 'This game is not ready to be played in offline mode'; yet I've had the game installed properly <2 months now. I've downloaded several mods from the CiV online library and otherwise... yet no dice. Any suggestions?

Where can i found steam client i search for him in total commander and i didn't found him.
Where can i found it? When i launch steam? or somewhere else?

There is no "tools" subsection in the Civilization V section of steam.
Where do I find modbuddy now?
