barbarians at the gates
Why is it, even though barbarians are not allowed to build settlers as per the xml, that they do form their own cities? How can I stop them from doing this?

The only way I know of is to adjust the handicap levels CIV4HandicapInfo.xml. Well, without modifying the DLL, anyway.
Each of the difficulty levels has a tag called iUnownedTilesPerBarbarianCity. If you set them all to some large number, say 9999, then they shouldn't be able to build many cities (if your map is large and has at least 9999 tiles that nobody owns then you can get one, two if it is over double that, etc.) - so to get none, set it to a number that is at least as big as the number of tiles in the biggest map you use. That should work. Alternatively, that file also has an iBarbarianCityCreationProb tag for each difficulty level. If you set it to 0 for all of them then they shouldn't build any cities. This might be slightly easier.
