Yes, they almost always do. One reason why I don't go into ROPs if I can.

No, I do not think we should act the same. It's a matter of playing style. The AI plays like a cheat does not mean the player must too - he/she can, but not should or must. Also, I'm pretty sure we've not ascertain if the reputation hit taken by the player is greater than AI civs for this ROP abuse when it comes to deals with other AI civs, so after-effects of ROP abuse might be worse for the player...

Try this: sign ROP with the AI and fortify offensive units and artilleries all around its capital. If he ROP-rapes you then take his capital and raze it. Hopefully by fortifying units around his capital will discourage him from ROP-rapes.

This strategy also works well if you are trying to beat the AI in a wonder race, in which you would fortify defensive and artillery units on high-shield producing tiles (hills, mountains, etc) around the city he is building the wonder and declare war.

Have a great military and the AI won't abuse ROP treaties...
I usually don't sign them either... But the times I have the AI never even dared to attack me...

I can go very long periods of time without the AI ROP raping me. Don't leave a city lightly defended, that's like putting candy in front of a baby. A ROP does not mean he won't declare war, it would be an exploit if ROP always guaranteed peace. In most games, the AI would attack you sooner or later whether you have a ROP or not. Even when I have a ROP I watch his units. Many times I have a ROP and the AI doesn't even use it. Just ask yourself "why is that unit heading in that direction?". If there is no empty land, barbs, other AI, or tiles that it wants to explore, then it's probably trying for a sneak attack. Many times I have been at peace with my neighbors and even had them gracious just by signing a ROP, even though a ROP wouldn't really help them out in any way.

You can break treaties and still win a diplo victory even on deity (but it does make things more difficult).

Right on target, Bamspeedy.

Successful diplomacy usually requires a strong military. The AI civs recognize weakness and attack. If your military adviser is telling you "compared to these guys, we're weak" vs. most of the other civs, you're in trouble - ROP or no ROP. If you're average or strong compared to most of the other civs, ROP usually is a good way to help keep good relations with them.

I play on emperor and have never been sneak attacked while I have had an RoP with them. When I haven't I had, but not when I have had one. Maybe its because I keep my rep clean or maybe because all my cities always have good defense.

Right of Passage also costs more for the civilization with the smaller territory, however the AI's negotiation bias against the player often means that if your territory is only marginally larger you cannot get any money out of the AI for the ROP; however I have had games where every other civ was giving me their World Map and gold every 20 turns for the privilege of having ROP with me.

To heck with reputation...

If you must launch a quick and nasty war to seize an objective...do it!

What version are you playing? Since 1.29, I don't think the AI is nearly as likely to sneak attack as before.

Was the city the English attacked lightly defended? The AI knows if you leave a city weakly defended and sometimes the temptation is too great for them to pass up even if the overall odds of their winning a war are low.

I don't abuse ROP, so I don't want other civs in my game to do so too. The simpler way is not to get into any ROPs.

But yes, a huge military on the alert does go a long way to ensure that the AI doesn't try anything funny. Personally, I hate taking rep hits, especially when it's still early in the game.

I always use ROP with other civs because it is free and makes them more pleased with you. I have only been threatened by backstabbing once, by the Babylonians. I saw about 20 bowmen enter my territory. I immediately rushed a lot of pikemen, emptying my treasury, and the archers turned around and left.
