Has anyone made this Empire? I looked up a little history of who from Russia, fought whom of "?", where, Russia started gaining more lands East of it, and I came across this Empire. It seems to me, creating them would fill a gap of land between Russia and Mongolia on the World Map. Perhaps, a Civ 4 fan from Russia, might have more knowledge of this history than I. Obviously, their UU would have to be defeated by Cossaks. Other details are scarce to me. If these are not the best represented of that region, perhaps another would be a better choice? Basically, an Empire for Peter and Cathrine to conquer and gain those lands East of Russia.
