A scout can defend, but it does not placate the population that desires military protection. Probably a good thing since the only unit scouts have a modicum of a chance of beating, namely animals, can't attack cities anyway.

Heh. I think this should be one of the canonical ways you know you're going to win: it's after the year 0 and you don't need more than a Warrior in your capitol.

It's not like that : it's traditional. They just wear the Holy Maces, and their bull hide pants are some equivalent to the english Royal Guard fluffy hats. I'm pretty sure tourists take pictures next to your warrior, and it's a coveted pre retirement position for your militaries.
