Can a scout garrison a city?

A scout can defend, but it does not placate the population that desires military protection. Probably a good thing since the only unit scouts have a modicum of a chance of beating, namely animals, can't attack cities anyway.

And yet the poor foolish citizens think that club-wielding oaf I've had in my cap for the past 1000 years is going to keep them safe...

Heh. I think this should be one of the canonical ways you know you're going to win: it's after the year 0 and you don't need more than a Warrior in your capitol.

Doesn't reflect those dangerous situations with a large group-hugging friendly religious bloc or someone going for space with a massive tech lead.

Of course... If you were able, you probably have your capital ringed by your other cities. For me it's a sign that things are not going well at all if my capital's culture is competing with a rival Civ's culture.

It's not like that : it's traditional. They just wear the Holy Maces, and their bull hide pants are some equivalent to the english Royal Guard fluffy hats. I'm pretty sure tourists take pictures next to your warrior, and it's a coveted pre retirement position for your militaries.

Then what is it when my stack of doom of 30 Tanks\Mech Infantry\ Mobile SAMs contain a Warrior, Spear, and Phalanx as well as other severely obsolete units in it and all the obsolete units get used in combat to?
