Winning votes for Diplomatic or Religious victories

I'm trying to win a Noble Religious victory. I've seen mention of hidden modifiers that will surprise you in not getting votes. I'm guessing this is what's happening, because I am Friendly with Survayrman(sic?), with +18 on the F8 page. Catherine is the other vote getter in the Religious victory votes, and he is +14 with her. She's getting his votes!

I could hardly believe it, the first time. Next time, though, he voted for me, and I would up 10 votes short(argh!). Next time, though, he's right back to voting for her. And, now in voting for the Leader, he voted for her again, so I can see the writing on the wall. I cannot win it, without his votes, so this is disturbing.

How can I figure this out? Can there be a +5 hidden modifier? This whole diplomacy can be so mystifying..........

Make his votes yours, its how diplomacy is supposed to work. I recommend bigger sticks.

But seriously, I don't use diplomatic victory option for anything other than the Apop palace, so I really don't know or now. Sounds interesting though.

Do you have any vassals? That can result in huge hidden modifiers due to averaging of attitudes. UN diplo is rather unpredictable unless you go for diplomation. Which I do.

No....I'm playing totally peaceful games, in trying for a higher Religious win. Have only peaceful sorts, and also those who would be happy with the Civics I choose.
