CS expansion idea
I noticed a lot of talk on the forums lately about CS talking over other cities. I find normally for me it doesn't last long but when it does I feel like they should be upgraded to a regular civ who trys to win the game, or at least interacts like a normal one. How this would work is all the civs you don't have included on your map would become city states, so if I didn't have England as a starting civ then there would be a city state called London. Once they take over the other city they become a full civ.
I guess the biggest flaw with this would be, what would happen to the ally of the said CS.

Eh. There are things that are in need of greater attention from the programmers in the game right now and the game doesn't seem to be getting enough attention as it is.

CS's don't work the same way as civs. They have their own tech path and such. I'm not sure how well it would work, given that issue.

Good point, I guess maybe they would just start off in the tech tree where the highest player is, since that seems to be where they automatically go too anyways

It's an interesting concept, even if it would be pretty difficult to implement. I think it makes sense for a progression from city states to full civilizations, but there would have to be something to stop the city states from actually pursuing this goal. They aren't meant to be expansionist. So I would disagree with the OP idea in that I don't think it should be the standard way for civs to start out. It just could be something that city states could evolve into should they happen to expand.

So minor civs try not to, but if it happens, it happens. The people ask for more blood and they expand into a full civ.
