citizens food focus doesn't work

just to point out something that happened to me a few times.

i want my city to GROW and even if I have a few tiles around it providing two foods each, my city doesn't change the tiles it works on most of the time i change the focus to Food production. I have to manually change the tiles. is it normal? is it a bug?

The other focuses seem OK.

I understand that it might be better to have 4 prods+2 gold than 2 foods but why is there a food production focus when it doesn't always work? Weird..

I think you can only have food focus with food buildings. Not sure, tiles don't work for me.

maybe you can only food focus when you have food buildings because last time it happened, i didn't have any food buildings in my city. however, that would be quite stupid. why would i have to manually change stuff because i don't have the necessary building... lol.
