After the destruction
I am thinking of possibly creating a ruined city set, although i happen to actually like the original firaxis ruins (but they are horribly dated). Would there be any interest in this?
It will follow the design of my regular city sets. Don't ruins have three sizes? (the walled being regular ruin?)

I don't think there are three sizes, there are three versions that appear randomly.
Edit: I just set up a test to verify and there are not three sizes.

Which file is the ruins? I edited the ruins file in the civ3 vanilla folder but i got the same ruins i had before. Is there another one in c3c or PTW?

...and flames will be static, wich would look weird. Forget about them and just build a pile of stones, with broken arches and walls.
The ruins file is called DESTROY, it is located in Conquest/Art/Cities and to my knowledge there are three sizes.

I think flames is a great idea, just you should make them really quite fine so you can't tell if they are "static" or not.
Ruins come in three sizes. Which size is randomly determined by the game whenever a city is destroyed. Also you have to try to keep them as generic as possible, as it'll look odd if the buildings only belong to a single culture. |

Um, they aren't really ruins though are they? They are a city in the process of becoming ruins. I think the classic smashed up buildings is a better way to go.
