How often AI will beat you on it if you delay it so long?

Is there an AI setup that wont get GL for a long time?

i think so, but i don't have enough data points. it's why i ended up fully playing out this really mediocre start; i signed classical RAs, finished theology & civil service and used GL for education, allowing my classical RAs to resolve into early renaissance techs median. martin's idea originally though he's moved past the signing classical RAs part.

i decided going in that was going to be my route, so i was willing to play out a few starts until that happened. it happened on my second attempt.
