What game/mod are you using? What you are discribing (in very poor detail I might add) sounds familiar, but I can't place it.
Anyway, a general strategy I would advise (again, this is without knowing what you are playing) would be to take all of china and asia. The AI is not very good at amphibious invasions and you can usually stop its navy, so the US will not be a problem. Island hoping is not usually a good strategy as they are usually production poor. If you don't want to take China, then just straight up invade the US. Most maps usually make the US have great production. All of this advise is coming from my experience in CIV III with the world war two mod and translated into CIV IV mechanics. If you give more details, better advice could be given.
