Do you have both a coal plant and solar plant in your city or just one?
If I build a coal plant and then a solar plant does the coal plant come back up on my list of things I can build?

Only if you sell the coal plant first, which you should do after you build the solar plant. On the other hand, it's not necessarily worth it to build solar plants, as they are so expensive.

I always make building Hoover a priority, so I never bother with coal plants.

I usually only build a coal plant in my two cities with the highest shields (one of which is on a river), so I can prebuild ToE and Hoover.

Actually the coal plant and solar plant replace each other, you don't even get to sell the old one. So if you build a coal plant then a solar plant, you'll have the option to build a coal plant again. Before I learned that you could only have one plant in your city I once alternated back and forth between coal and solar in all my cities for a loong time. Until I finally started wondering why none of my cities ever finished both of them hehe.

Yeah, I usually build a Coal plant in the city that will build the Hoover (and ToE too).
I'll sell it afterwards of course.
