Invent a UU and UB (and leaderhead?) for your city, province, state, or region.

And comment on others ideas.

Saskachewan

UU Pioneer (replaces settler)
2 STR, 3 Moves, +100% vs barbarians and animals.

UB Inland Terminal (replaces granary)
+10% gold, +20% with Railroad

Tommy Douglass (EXP\CHA)

Moose Jaw,

UU CF-18 Hornet [Snowbird] (replaces jet fighter)
Free Ace promotion

UB Northwest Rebellion Hospital (replaces hospital)
+3XP to troops built in this city

Leader would probably either be Lewis & Clark or Sacajawea. Traits would be, uh, IMP(ressively)/EXP(lorative).

Not sure what our UB would be here but our UU's gotta be the Minuteman ICBM.

Minuteman ICBM?

Cool idea for Detroit. A hefty production bonus on the MFG plant would be fair, and a 2 move motorized infantry would be fun to play with, like a modern musketeer.

Yeah, I haven't lived in North Dakota long enough to really know much about the history, just that a lot of America's nukes are/were in this part of the country. If anything ND's UU would probably be the same pioneer you mentioned.

Yeah, I remember something about that from visiting a while back. Doesn't even Minot have a history of keeping nukes nearby?

What would you do for it in game? Cost reduction?

Naw, it would cost twice as much as a regular nuke. But it would MIRV. That way you could pick eight targets instead of one.

For east Tennessee, the leader would be Davy Crockett, UB a moonshine still, and UU would be a private militiaman. Like the old partisans that used to crop up in civ2/3, but the east Tennessee militiamen would spawn as soon as you cross the border, or maybe even just randomly generate and attack the nearest unit, even if that's an east Tennessee regular. Starts with guerrilla and woodsman promotions, but a low basic strength. Don't get caught in the open.

UU: Ranger, replaces Cavalry
+50% attack against barbarians, maybe +1 movement

UB: Oil Refinery, replaces Coal plant
provides +1 production (I refuse to call them hammers!) and 1 less unhealthiness (for a total of 1)
Obviously, requires oil instead of coal

Ranger would need +1 movement to be generally useful. Though if you're in a 'new world' map type it could be a kick ass expansion unit.

Oil Refinery could get more perks than that since its a late UB and comes slightly later than a coal plant on many tech paths. Shale plant gets +10% production, so you could give yours +15%.

UU: Owen Schmitt (replaces warrior, +100% strength when attacking downhill, immune to panthers)

UB: Mountaineer Field (replaces coliseum, +2 culture, extra +2 with wine (alas, no beer resource))

Wait... when does football season start?

or maybe:

West Virginia

Leader: Robert C. Byrd (Philosophical, Charismatic)

UU: Coal miner (replaces worker, +100% building mines, has strength of 1)

UB: Satellite Dish (replaces broadcast tower; +5% city defense)

I figured the coal miner was obvious; better at mining but also with some strength as a reference to the labor unrest and mine wars it spawned. The UB was tougher, but I figured something weak as the UU is a bit OP. The 5% bonus is from the dog chained to the dish. (rimshot)

UU: Immigrant Worker (as Worker, but half cost if you have Open Borders with anyone, and each Immigrant Worker unit icon looks like people of a different race or culture).

UB: Wall Street, Statue of Liberty, Broadway, United Nations... hmm, how about Investment Bank: as Bank, plus grants two free Merchant specialists.

It replaces the spy and takes half the espionage points to conduct missions. It also generates -2 unhappiness in the city the mission is conducted for 20 turns by bringing up pressing social issues. Of course, the protester is much more visible than the spy and lost even if the mission is successful .

UB: Mission
Replaces the Castle.
Gives +1 culture and +1 trade route on top of the castle bonuses.
