How are maintenance/civ costs computed? Isn't #of cities more relevant than distance to palace?
I'd say it is highly situational. Unless you have quite a bit of food AND are crammed overlap doesn't make a lot of sense. A counterexample has been mentioned with a site with 3-4 food resources. Of course, 2-3 tiles overlap is usually not a problem as very few cities will ever grow close to size 20. Also desert, peaks etc. overlap is no problem. My problem is usually not having enough decent land (or crucial resources) close enough, regardless of overlap, so I just have to swallow the high maintenance...
