"City Limits" (v 3) mod by Kilandor not working for me (through Steam workshop)

I subsribed to this mod in the Steam workshop and started Civ V. When I clicked Mods in the Civ V main menu the mod is clicked "enabled".

But in the game when I have clicked on a settler the city limits aren't shown? I am subscribed to info addict aswell and I am not sure if this shows up or not. I doubt it. (I didn't play Civ V much before I installed it, definitely didn't know the ins and outs of the UI.)

My OS is Win 7 64bit. GTX 580 1.5GB RAM, i7-3930k 3.20ghz and 8GB of memory.

To use mods you must after opening and enabling the mods click "Next".
Then you Can choose Singleplayer and Setup a new game or load an exsiting game.
"Enabling" or checking the box on a mod and returning to the main menu to play does not allow mods to work.
