Minus culture from policies

Playing Polynesia, I loaded a saved game from turn 401 (epic speed), to see Honolulu had +9 culture from buildings, -9 "from policies". Some other cities had minus culture from policies, with one of them producing -1 culture (Honolulu produces 0). What gives?
 
It did happen. Tombouctu. +2 from monument, -2 from policies. Also, it had the -2 before the monument was done, actually had -2 culture per turn total.


Anyone know if this is some feature I don't know about? I read over all the policies I have in this game, don't get it. Only thing I can think of is that I own 2 religions due to conquest, not counting the holy city I razed :mischief: and this city has the religion I stole, not the one I made myself.

Here's a possible explanation for the negative culture in Tombouctu: Perhaps the prior owner of the city was running the SP Military Caste. If so, there's a bug that can cause negative culture, as described in this thread. The situation was then carried over when you captured the city.
