Preferred and Shunned Governments
Each civilization has a preferred and shunned government. Can be seen in the editors and the new civs in the PTW instruction book.
Are there actual multiplier benefits and penalties for the preferred and shunned governments?

Apparently the only effect of these is in AI attitude. If both you and the AI are in the AI's preferred government, they will like you a lot more (go from cautious to polite, for example). If you are in the AI's shunned government and the AI isn't, they will like you much less.
