TLKNES: Belle Epoque

Bolivia can't assure America of anything but it's want. It intends to follow the treaty is signed, though it's not going to prevent France from doing whatever it sees fit in the situation.

Also, I've gotten a few PMs and orders from people; in regards to trade make sure the nation you're trying to strike a deal with actually has trade slots open. If they want to trade with you, they need to stop a current trade deal, conquer themselves some ports, or massively overhaul their infrastructure.

The Treaty of Santiago said:
The Treaty of Santiago

The United Kingdom of Great Britain and Ireland, the Commonwealth of New England, and the Republic of Chile henceforth agree

i) That all parties shall respect and adhere to the following map with regards to the partition of Patagonia and the settlement of the region.

ii) That Chile shall cease its attempts at arming the Mapuche against British or New English colonists or settlers, and that the violation of this invalidates the treaty.
iii) That Chile, New England, and the United Kingdom henceforth agree to keep their settlers and military forces within the respective territories allotted to them in Patagonia.

Signed, His Majesty Victor I, by the Grace of God, of the United Kingdom of Great Britain and Ireland king, Defender of the Faith, Emperor of India.

Signed, William Gladstone, Prime Minister of the United Kingdom of Great Britain and Ireland.

President Trevisan calls for Enlarged Military, Patriotic Fervor Follows

Today, President Teodoro Trevisan gave a speech requesting the Major Council for an enlargement of the Army and the Navy and the beginning of designs for the "Doge's Dreadnaught", a new type of battleship. He successfully used events of the current times to convince both sides that a larger military was needed, appealing to the Conservatives by saying that a large military was needed to colonize and enlarge the Venetian Empire, and appealing to the Nationalists by saying that Venice must not be able to be knocked down by larger nearby powers. Following that speech and request for a larger army and navy, the Major Council voted 207 to 44 to enlarge the Army and 198 to 53 to enlarge the navy, with the only members voting against the measures being members of the Christian Isolationist Party. Mere days afterwards, streams of volunteers flooded into the recruiting office, so many that conscription was not needed. Within the next few weeks, massive military parades shouting the cries of "Un Posto nel Sole!" (A place in the sun) and "Venezia Trinfera'!" (Venice will triumph). This Venetian military buildup shows Venice's increasing drive for imperialism and power in the imperial world.

A Guide to the Venetian Political Parties
Currently, there are 2 major political parties in the Major Council, with a smaller third party and many factions within the party.
Conservative Party: This party is the current majority party in the Major Council, with a very slim majority of 139 seats out of 251. Their stances on national issues are:
-Imperialism: Very pro-imperialist. They support larger amounts of colonies and expansion of current colonies.
-Foreign Relations: Strongly opposed to France because of their behaviour and actions relating to the Guinea Incident. Pro-America and Pro-England because of trading ties and they are some of the stronger world powers besides France.
Nationalism/Italy: Against unification. For working with Genoa and Two Sicilies because of their strength and respect towards regionalism. Anti-Padanian, because they stir up nationalist sympathies and weaken world stability.
Smaller factions within the party:
Imperialist Hawks: Strongly support going to war with other nations to acquire more colonies. Strongest advocates of the increased Army and Navy size, and unsuccessfully called for war with France during the Guinea crisis. Have occasionally worked with the Immediatists for militaristic measures, and get along well with the Christian Imperialists. Strongly opposed to the Christian Isolationist Party. There are roughly 30 of them.
Christian Imperialists: Support increased missionary actions to "civilize" the "barbaric" colonies. They also are strong advocates for going to war with Turkey over a lack of protection for Christians. There are roughly 40 of them. Friendly with the Imperialist Hawks and strongly oppose nationalism.
The rest of the Conservative members are either moderates or party machines.

Nationalist Party: This party holds a sizeable minority with 81 members out of 251. Their policies are:
-Imperialism: Not necessarily anti-imperialist, but most think that unification should take priority. They are opposed to increasing spending on colonies, thinking it is needed more at home.
-Foreign Relations: Strongly anti-France, claiming that they should never be treated well until their Italian holdings are vacated. Supportive of German and Balkan nationalist movements.
-Nationalism/Italy: Very pro-nationalism. There is a break in the party over whether immediate military unification is needed or whether a more gradual approach should be used. Very pro-Padanian, seeing them as brothers in the nationalist cause and very anti-Genoan and anti-Papal.
Smaller factions within the party:
Immediatists: These members are still a minority of the party, but they are growing in number, currently having 27 members. They stand for forced military unification of Italy at the soonest possible moment, and stand strongly for the expansion of the army, and have cooperated with the Imperialist Hawks at some points.
Gradualists: These members are the more moderate Nationalists, claiming that forming alliances and cooperating economically will cause a more peaceful, voluntary, and gradual form of nationalism that will eventually reach a point where most Italians want unification. They have 34 members, and support compromises to pass bills, to the criticisms of the Immediatists.
The rest are more "Pure Nationalists", standing for nationalism, but not to the radical level of the Immediatists or the compromising, diplomatic level of the Gradualists.

Liberal Party:
Prior to the 1880 elections, the Liberal Party was the strong opposition to the conservatives. However, the rapid and meteoric rise of the Nationalists fractured the fragile coalition united on economic issues instead of social issues, and those supporting nationalism left for the Nationalist party. The rest either joined the Conservatives or joined the newly formed Christian Isolationist Party. Currently, there are only 3 members of the Major Council that are still officially affiliated with the Liberal Party, and the party is dead in all but name.

Christian Isolationist Party:
This party was formed out of the ashes of the more anti-imperialist Liberals when the party fell apart. It currently has a small majority, with only 44 members. Their policies are:
-Imperialism: Strongly anti-imperialist, standing for isolation in Venetian affairs. Most are pacifist and against the expansion of the armed forces.
-Foreign Relations: Strongly against the Austrian alliance, claiming that it will drag Venice into unnecessary wars. For isolation in foreign relation and less trade with other nations.
-Nationalism/Italy: Anti-nationalist, stating that Padania's nationalism will destroy the nation and leave it a Padanian puppet, as well as dragging the nation into wars against France and Austria. Pro-Papal.

Thank you for reading this. I hope our political scientists' analysis of the current political situation will leave you better informed for next election.

Grand Italian Alliance passed, but Padania not invited!

Yesterday, the Grand Italian Alliance was passed and signed into law by President Trevisan. However, the Conservatives and several Isolationists amended the bill by not inviting Padania into the alliance, and only inviting Genoa and Two Sicilies. The bill states:
The Grand Italian Alliance
Venice, Genoa, and Two Sicilies are invited to sign the following agreement:
Section 1: A Defensive Military Alliance with regards to affairs in Europe and the Mediterranean shall be formed between the members.
Section 2: All members shall not declare war on each other.
Section 3: All members shall enter an Economic Alliance and lower tariffs to stimulate trade.
Section 4: Members shall have autonomy over all domestic issues and extra-European issues.
Section 5: Members shall be allowed to leave the Alliance at any time.

Signed, President Teodoro Trevisan, Representing Venice

It is predicted that Genoa will join the Alliance, but it is unclear what Two Sicilies' position on the alliance is.

From: Peru
To: The United States, France

We don't wish for French involvement on any level.

To France
From USA
CCed: Bolivia and Peru:

Bolivia has asked that the USA not put boots on the ground in either Peru or Bolivia. Their stated reason is that they want to minimize outside influence. We will honor their request but expect that the request be applied evenly to all outside powers.

Peru has asked the same thing of France. We hope that you too will honor the request and allow the mediation of a peaceful resolution to proceed without undue outside influence.

In the spirit of peace, and of finding a just and legal solution to the issue at hand, we expect France to refrain from involving itself militarily in the situation in Bolivia or Peru. Should you insist on involving yourself in the peaceful resolution of this issue, we would consider this an action extremely hostile to the USA and to the Americas. You are free of course to provide diplomatic support and input to the process and if one of the nations involves chooses to have a legal expert from France act on its behalf, then that may be acceptable. But we hope this will be the limit of your involvement.

From: French Empire
To: All Concerned Parties

The United States is not the gendarme of the western hemisphere. The American government can barely police the activities of savages in its own borders, much less the relations of other independent, sovereign nations. For our own part, we are extremely unimpressed by the American position and un-optimistic about the chance for success of any American mediated compromise. That the United States is even considering some kind of imperial expedition to foist American soldiers on the inhabitants of Peru and Bolivia is farcical. What the American government proposes is a "compromise" in which guns are placed to the heads of the Peruvian and Bolivian delegates until they agree to cooperate with an American agenda.

We are not amused. France has no interest in militarily involving itself in any of this nonsense, but rest assured if American soldiers enter the borders of either Bolivia or Peru, we will express our frustrations swiftly and uncompromisingly using all the methods at our disposal that don't involve killing people. We will encourage other European powers to do the same.

Thank god. Now that we finally have Venice's essential input, we can proceed.

Immac, sorry to keep you on hold. I needed to know what Venice thought before I could establish the French position.

To Chile, Brazil, and the World
From USA

As per the precedent set forth by Congress of Genoa and the manner in which claims are laid down therein, the USA hereby dedicates itself to the colonization and administration of the Patagonian region, in conjunction with Chile and with Brazil.

The USA, Chile and Brazil shall come to a jointly agreed upon division of said lands and present them to the world community once borders have been agreed to amongst ourselves. We ask that the Europeans content themselves with Africa and Asia and leave the colonization of the Americas to the Americans.
To: the United States of America, the United Kingdom of Great Britain and Ireland
From: Chile

We feel like the division of Patagonia should be mostly a Chilean one, and not from some foreign colonizer. We've had enough of European meddling in our homelands, we don't need more.

To Chile, and the World
From USA

The United States is dedicated to finding a solution in Patagonia that will satisfy everyone, including and especially Chile. You will be hearing from us privately in the near future.

We also echo your concern regarding European influence in the Americas.

From the USA
To Chile, and the World

The USA, after careful consideration, must accede to Chilean logic, to legal expertise both within our own nation and internationally, and to good moral faith, and withdraw our claims to Patagonia.

Patagonia is not a region devoid of civilization, it is not fair, just, or even legal to treat it like those lands in Africa currently being squabbled over in Genoa - it's part of lands that have been historically and legally recognized as Chilean since the Spanish Viceroy ruled.

Furthermore the native Mapuche consider themselves Chilean, and while not as advanced as the people of Britain or other nations, are not the uncivilized heathens some nations could conceivably justify in conquering and subjecting... in the name of colonialism.

We hereby recognize the Patagonia region as Chilean in its entirety. Should Chile choose to share parts of its territory with the USA, or Britain, or New England, as a sign of good faith and friendship, and in an effort to diffuse an increasingly difficult situation, then that is for them to choose, but it is not fair for Britain or the USA or New England, or any other foreign nation, to force such divisions upon them.

To: the United States, Chile, New England

We are glad that the United States has ceased to attempt to seize rightfully British and Chilean territory that it has no claim to.

We look forward to coming to a meaningful and reasonable settlement with Chile that does not involve US interference trying to seize righfully British and Chilean territory.

To Britain:

We do not consider Patagonia, in any form, rightful British territory, and will abide by Chilean discretion and their judgement in the manner.

... yeah... ummm...

Welcome! Try to get orders in todayish, if you want to be included for this next update.

A depressingly small amount of orders have come in thus far. Please try to get them in sooner than later, I know I'm going to have a busy week coming up and won't be able to update as quickly as the last two times.

Everyone needs to cut down on the pettiness both in thread, and out of thread - it's a game. Everyone needs to spend their time writing orders, instead of insults. >:{

To Britain:

We do not consider Patagonia, in any form, rightful British territory, and will abide by Chilean discretion and their judgement in the manner.

We thank Washington.

The latest offer from Britain has been rejected.

To expand, so plans can be made for orders quickly:

From: Chile
To: Britain, New England, the USA
CC: Great Powers of Europe & Free Nations of the World

This accord aims to resolve the issue once and for all. It has been our position, consistently and continuously, that the lands of Patagonia are Chilean - and have been for centuries. The uncultured of Patagonia are the charges of the Chilean nation, their lands that of the state stretching back to the times of Spanish Empire.

Our terms are simple:

Chile will not renounce its legal and historical claims to Patagonia. The last year has seen Britain attempt to bully their way into our lands and other parties (including the United States and New England) lay their own claims as well. London was unsurpassed in its attempt to coerce our proud people, and after months of deliberation we believe it better to die fighting imperialism than live under its terror.

That said, we are not looking to fight a war and will provide compensation to the powers of New England, Britain, and the USA if they recognize the Patagonia as Chilean.
