Do civs that start later get some sort of compensatory bonus? If they don't, it seems like using staggered starts would give human players a rather large advantage.

They do. Extra explorers and Rogers I know, but there are others too. It's generally thought that the AI has an advantage because the few turns of exploration you get don't make up for the AI's bonuses.

If you enable "don't staggered start" does it mean that all players will spawn at the fist turn?
Or is there still some time?


Can the player be not the first on the planet?
