Culture "Flipping" by battle
Way back in time there were a number of people bothered by sudden culture flipping of cities to their previous owner, and the loss of any number of military units to the uprising populace.
The solution at the time was to reduce the occurance of such an uprising, add reduction by police stations, etc, and inform users of the theory behind it. Still, it seemed odd that a lot of units could be destroyed instantly by the populace. One suggestion I liked for this problem was to have the city, upon reaching the "flipping" point, produce units that battle for the city. That is my suggestion, but I fear it is too late... |

I think that when a city flips due to culture, your units that were in the city should just be transported to your capital (the same way they would be if you gave the city away on the diplomatic screen). This would not create any exploits, but it would eliminate one of the biggest complaints that most people have, as well as one of the most annoying things that can happen. (You have to put lots of units in a city to try to prevent it from flipping, but this increases the losses if it does flip anyway.)
