Question UN Vote

Do I understand correctly, that a UN vote takes the highest population & territory Civs as the nominees? or can it be the top 2 pop or top 2 terr Civs? and what's the tie-breaker?

This is from the info center on this site:

The diplomatic victory condition is enabled after the United Nations wonder has been built. Once built, the UN will meet periodically to vote on a leader. Any civ that receives a majority of votes from the U.N. council wins the game. The catch here is that in order to even be on the U.N. council (and thus eligible to be elected U.N. leader), you must either control 25% of the world's territory or population. The civilization who builds the United Nations wonder automatically gains a permanent council position. There are always at least 2 candidates -- the civilization with the next largest population is used if there would only be one candidate.

In the case of a tied vote doesn't the civ that "owns" the UN win?

so territory only allows you to vote, but its population that puts you on the ballot?

i got on the ballot merits to my population..

the damn Chinese pipped me of my win.. i was 5 turns away from building the UN.. didn't realize the Chinese were ahead.. i declared war on the Koreans a couple of turns before that, so naturally i lost their vote..

the Germans had always sided with the Chinese throughout the game.. the Iroquis were suck ups.. i lost 4-2 in the vote counts..

Inexperienced players often lose by diplomacy. I did. Solution options:

1) Turn off diplomatic victory.
2) Build the UN yourself and never hold a vote.
3) Build UN yourself and be sure your #1 rival has fewer allies than you in a world war. Call a vote when you're confident the majority of civs are in your favor.
4) If a rival has built the UN but didn't hold a vote yet, mobilize to capture the city then declare war... then raze the city after you've killed the last unit defending it. Great Wonders in cities that get razed are lost forever.
5) You need luck on your side for this one... Use a spy to sabotage production in the rival city... but this will only buy time.
6) Always abstain if you're not on the ballot. Also if you can somehow get smaller AIs to war against the top 2 AIs, they'll abstain as well.

Other than that if you're way behind the best thing you can do is get as many mutual protection pacts as you can with all the non-contending AIs then declare war against the contenders. But it could backfire and you may still lose. Keep playing. you'll get better and eventually learn how to get most of the AI on your team in case a UN vote is called. After you lose once diplomatically it's unlikely you'll let it happen again.

If a computer player builds the UN, does the council still meet every so often, and if so, when does it meet?
