WWII hotseat scenario america
me and my friend were playing the ww2 scenario in the hotseat mode, thinking it would be fun to play the japs against the americans. well as you all know the americans arent supposed to be allowed to move on the first turn. anywho, i was america and i got to go first and i was allowed to move units. i could have prevented pearl harbor and effectively rendered the japanese navy by honolulu useless. this has to be a bug.

Please provide a save, and steps to reproduce the bug based on the bug guidelines.
