civIII-NOT ABLE TO CREATE UNIT/CITIES for SCENARIOS
well, playing around in scenario editor and there's no "cheat" or way to create cities and units on the earth map. you can change/add to map terrain,resources,etc. but NOT CITIES OR UNITS.
i hope they create some good ww2 scenarios if we can't create ourselves!!! |

and as a long time civ player, COSSACKS still rocks and beats the pants off of civ 3 !!
