Bombardment Strength

What are they for?

If I bombard a city with artillery, does it have a larger chance of hitting any target than catapults?

You can't choose your target, but there are a few targeting priorities in Conquests.

Aircraft always bomb planes and ships first.

Precision strike only attacks improvements.

Subs, although they can't bombard, get to pick their target.
