Probable Draft implementation bug
If I've got Replaceable Parts but no rubber, I cannot draft Infantry. Fair enough. I would expect I would instead draft Guerilla, since Guerilla is flagged as "Draft" in the editor, but as it turns out, I draft Riflemen instead.
Some testing seems to indicate that the reason is that when you've got multiple draftable units available (Guerilla and Inf, or Guerilla and Rifleman, in this case), you draft the one with the higher defense value. Makes sense so far. But in the case of a tie (ie, Guerilla vs Rifleman), the unit with the lower shield cost is chosen (ie, the Rifleman). I suspect the tie breaker was intended to work the other way round - that Guerilla cannot be drafted cannot be intended, and while you might on the long term prefer Rifles to Guerilla (better upgrade path), in the immediate crisis precipitating the drafting it would make sense to get the best unit available since the cost is the same.

FYI, further testing appears to indicate that if units tie for both Defense strength and cost, the one coming first on the unit list (in the Editor) is chosen.
