Can a layperson such as myself (an average player) create a custom civ, or do you have to be versed in writing code and whatnot?

not really
the editor will let you rename a civ (change the germans to Irish for example) and assign it attributes (colors, tendencies, governments, etc) , very simply.
You can change a ton of other things in there but there does exist serious drawbacks to the editor. (unit addition, flc file formats, scenario creation and such) The editor is not complete at the time of publishing and we are all expecting a patch/release over the next couple of months. |
