Tile improvements in Despotism

I'm rather confused about the tile improvements under Despotism.

I've noticed that irrigating grasslands doesn't improve food production, but irrigating plains does. What about mines on the different tiles? What about tiles with bonus resources?

Also, are there any max limits for food/shield production per tile under this type of government?

Is there an article somewhere describing this in detail? Or could someone enlighten me? I'd really like to improve my tiles as good as possible in the beginning of games to maximize my expansion speed.

Under Despotism, you can't get more than three of any kind from a tile, except for a bonus from resources. Irrigating grassland increases it's food production to three, but Despotism only allows two, so you don't get the third one. Plains give two food with irrigation, so this is an improvement bonus you do receive in Despotism.

Just mine grasslands and irrigate plains and you should be fine in the beginning.

Under despotism there's a penalty when you receive more then two food, shields or gold. So, under despotism 3 shields is reduced to 2, 4 to 3, etc.

Correct me if I'm wrong, but I think you could say that the 3rd shield or food is lost. A tile that unimproved already gives 3 food will give you 4 when irrigated since 1 is already subtracted. I'm not very sure though.

It can be summed up in one sentance...

Any tile that is producing 3 or more food, produces 1 less.

I am disappointed with what is available here with regards to tile improvement strategies. However, your long term goal will be to have 5 food per turn extra up to size 12 and zer0 food at size 12. Alternately, you can get 10 food per turn extra.

Each tile will yield 1 or 2 food in despostism and if the tile could yield more than 2(such as 3 food) then that tile gets a minus one(-1) to what that tile produces. So, a tile that is irigated which is grassland, will produce 2 in despo and 3 in other govs.

A food bonsus has to produce 4 food per turn out of despo for it to produce 3 food per turn in despo. The computer adds up the various contributing factors and comes up with a number. Such as, +2 for grassland, +1 for wine, +1 for irigation. This should give 3 food per turn in despo. Most food bonsus give +2 food per turn so getting 4 food per turn from an irigated food bonsus tile would be fairly common.

pg 146 ~ pg 147 of Civ 3 manual.
For better production and worker efficiency, enter another form of government ASAP.
