Corruption as type of government
This is not about corruption effect in game.
I'm thinking that some countries ( Balkans, African, S, American) are not in democracy, nor communism, nor anything else.. They are simply rotten (corrupted) to the core. So maybe there should be this government type! When you buy everything for money and power. When fairness doesn't exists... |

I'd consider them to be more despotic than purely corrupt. There are still people in charge!

Corruption as a government type. Why would anyone choose it. Anarchy and Depostism are both extremely corrupted governments.

I think those countries are in anarchy rather than in despotism.Despotism is supposed to be a government focused to make money and luxury for the rulers and their families and allies.Those situations in anarchy like in Central Africa seem more like a fight for power between rival gangs,with no central authority.

In the game, Anarchy represents exactly what you mean. But it's useless for the player to play in such a government. That's why Anarchy exists only between governments.
