Question How come my palace updates sometimes but not others?

I have upgraded my palace but i want to know y it dose not do it periodicly?

I'm pretty sure it only happens when you have a high approval rating with your people.

It also happens in other events, like the first time you sack a barb camp, the first time you successfully defend a city...

I think I'd win every time.

I wish you could swap a palace improvement for something else...gold or tech...something.

when i play my own created senerio.... i never seem to be able to build palace
(never ask.. even when i do attack and kill civ/barbarian and/or get lots of "
love the chairman day")

and also... if you zoom into the city, you cant "eye view the city" with the eye button because there is none...

.... is something seriously wrong or is it always like that?

wonder victory is when all the wonder's are built the game ends. The person with the highest score at that time is the winner.
