Culture accumulation during war
Sorry for the maybe dumb question...
I seem to not be able to remember well... During war the culture point accumulation is going at half speed, or at normal speed?

If you're "just" at war, it's normal speed. If you mobilize for war (change the mobilization setting), then your culture accumulates at half speed.
