CoL and CoS amendments: Fixing the CoC problems

Here are some proposed amendments to help fix the recent problems with the CoC, and should be a reasonable compromise on this issue. There are four changes that these amendments will cause:

1. A backup time will be created in case no member of the CoC could come to a turnchat
2. The President will post that, in the event that nobody eligible arrives to play the save, the chat is rescheduled to its backup time.
3. The President will make every effort to ensure that someone from the CoC will be present to play the save.
4. Executive deputies will now be included in the CoC.

Here is the text of the amendments, changes are bolded:

C.  Game Schedule
  1.  Regular Game Sessions
    a.  The turn chat schedule shall be created by the 
        President
    b.  The schedule shall always have at least two chats
        on the schedule, including the chat taking place on 
        the current date.
    [b]c.  There shall also be a back up time scheduled for each 
           chat, in the event that the TC is cancelled due to lack 
	   of a Designated Player.  This back up time shall
           occur no later than 24 hours after the turnchat's 
           primary scheduled time.[/b]
    d.  Once set, the schedule may not be changed expect for:
      1.  Correct a minor typing error.  This change must be
          done within 12 hours of the initial post for that
          turn chat.
      2.  Extenuating circumstances within the game requiring
          additional discussion time.  This change must be
          done within 24 hours of the end of the turn chat
          producing the circumstance, and may only delay
          the turn chat.
      3.  Extenuating circumstances outside of the requiring
          additional discussion time.  This change shall only
          be done by the Judiciary acting unanimously.
    e.  All changes shall be posted in the Schedule thread,
        the Presidential thread and as a new thread in the 
        Citizen's sub-forum.

2.  If the Designated Player has not shown up 10 minutes 
      after the scheduled start of the turn chat, a new 
      Designated Player shall be chosen from the officials 
      present following the Chain of Command. If none are 
      present, then the Chat is cancelled.  [b]The President 
      shall make a notation that the chat will be cancelled and
      rescheduled to the backup time if there are no eligible 
      leaders to play in each Turn Chat instruction thread and 
      shall make every effort to ensure that a member of the CoC 
      is present at each chat.[/b]

This is a very well thought out solution to some of the problems we have encountered. I encourage everyone to give it their support. :goodjob:

But, the way things are going, next term we might have 2 more Leaders to add to the CoC, and, if this passes, 2 more deputies.

Quite possibly even 3 more leaders, and 3 deputies. If Octavians Finance department pass's (which I hope it does) we will have a CoC that will cause almost no problems.

Also, we already have a thread over this topic, there was no need to post a new one.
 
There has been no discussion on this proposal for nearly 3 days. This proposal will be given a Judicial Review and if it passes will be polled officially for acceptance into our Books of Law
 
Whoa, hold on a minute there tiger! Some of us have only a limited amount of time to spend in these forums. My time yesterday was spent dealing with old term two JRs. No time for much else. :( Can I put my two cents in here?

I do not like the idea of a *backup* chat time. First of all, why do we need a backup time when we're extending the CoC? Come on people! The backup chat time clause would play havoc with a regular schedule of game play sessions.
 
I don't think it's too hard to say:

Turnchat: 2pm
Backup Time 4pm

As long as the backup time is within a reasonable timeframe (i.e., within 6 hours maybe).

You're right CT. It is easy. But what is the flipping point of doing so? The idea is that a game play session is scheduled and if the President can't make the scheduled time then the position of DP passes on down the Chain of Command. With a CoC we don't need a back-up time. With a back-up time we don't need a CoC.

What we really don't need in the first place is a blasted CHAT. This amendment is not about the democracy game, it's about ensuring a CHAT happens no matter what. Down with this amendment.
