26 different firewall rules?

I see 13 ports that need to be open. So, if I want to play a LAN game on 2 clients using a router instead of a switch (civ does NOT seem to like playing on a switch only), does this basically mean I need a router than can accept 26 unique port forwarding rules? Or else just open giant chunks of ports to 2 separate machines in as few rules as possible?

I'm hoping I just fail to understand this.. somebody please enlighten me..
 
Ok, my bad, I thought I had eliminated everything else and the router was the only possible thing blocking traffic, but it was ZoneAlarm firewall. I forgot that I had been playing around with 2 different routers with different DHCP address ranges, and I didn't have the 2 computers properly trusting each other on the LAN. Sorry..
