AI unit shuffling worse than ever?

I noticed in a few games now that if you are ahead in tech (and therefore more modern units) the AI will still DOW, but will be afraid to actually engage you and ends up shuffling around getting picked off. Seen this on King and Emperor levels.

Were there trade routes between your civ and Hiawatha's?

Yes. Do you think that's the reason he hesitated so long? If he had just marched on the capital (which he did because he went through a gap in my territory) and attacked inmediately I would have lost for sure. I was grateful for every turn he waited.
