I wish that start bias also excluded things. Like, landlocked civ should not start on a coast, northerly civ should not start with desert, tropical civ should not start with tundra.

I also wish you could have an option to bias in favour of historical neighbors. Not exact neighbors but Asian civs should start with the nearest being Asian. This should be an option you can check on or off.

Sometimes I find myself rerolling over and over to get a somewhat plausible Warsaw. Don't care if it is a "good" start, but give me a landlocked start with forests and some hills!

Start bias isn't nearly biased enough imho.
 
They already do this for some start bias.

I don't remember them offhand, but Assyria I believe has "not tundra" as a bias. Egypt has not forest or something like that etc.

They used to have cultural start bias in the older games, I wouldn't mind seeing it return. Its nice if similar architectures are actually near each other.
 
Indeed; quite a few civs have a AVOID X as starting bias.

The last time there was Cultural start bias though was Civ III.
