when i try extracting the exe. file this comes up

Are you using a disc based CIV or one of the online ones, such as Steam? If it is one of the online ones, you have to get the update from the same source. The stand alone updaters are all for the disc based game. If you do have the disc based game, then I would suggest downloading again from one of the other sources. Your download may have gotten corrupted. In case you did not get the update from one of the sources linked from CFC, if you open the Civ4 drop down menu at the top of the page there is a link to the Patch & Update page. Select the 3.19 BTS update there and it will offer links to several sites to download the patch.
I am afraid that I can't help decode the Error Code. There are others here who are quite technical. If a new download gives you the same problem, you may have to wait for one of them to see your thread and give help. Don't open a new thread each time you post. Keep using the same one so anyone who can help is able to see the whole story.
