Militaristic: Militaristic civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.

Expansionist: Expansionist civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.
Scientific: Scientific civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.
Religious: Religious civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.
Commercial: Commercial civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.
Agricultural: Agricultural civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.
Seafaring: Seafaring civs get a discount on this improvement, if it is a wonder, may trigger golden ages if all traits are met in combination with other wonders.

It doesn't work that way. Namely, Industrious, Expansionist and Commercial flags do not give any discounts on improvements. Commercial flag determines whether the improvement is paid for by the "Pays maintenance for Trade Installation" wonder. Industrious and Expansionist flags on improvements have no effect that I know of.

My pleasure. I even tested out some previously unexplored things. (most notably the culture borders thing in general settings.)

But it's still not complete because it's missing the Charm function's description. (which I still can not figure out)

You sure about this? Because factories aren't marked with that, and I know they can be built when a civ is mobilized.
 
Made two simple tests

1:
- Played game in debug mode
- Gave myself first three eras techs
- Created city on iron

City could build as normal (including factory)

- Contacted another civ
- declared war
- mobilized

City could only build militaristic buildings/(small)wonders. Could not build a factory

2:
- Set up mod with militaristic hospital
- Played game in debug mode
- Gave myself first three eras techs
- boosted pop to 7
- gave city an aquaduct

City could build as normal (including hospital)

- Contacted another civ
- declared war
- mobilized

City could only build militaristic buildings/(small)wonders. Hospital could be built.

----

This test did not show that there is not some other combination of settings that allows buildings to be built while mobilized. But Mobilization => only militaristic buildings, seems to be the way things work.
 
Strange, I thought I could build factories in WWII Pacific in war time mode (it's not militaristic or anything)... Ah well. I think I just remembered wrong.

It was my pleasure spending a week of random testing and experimentation to get these things to figure out the more unexplored things. :yeah:
