Yes, it was Ghandi. I hadn't explored the world yet and thought he might still have one city so made him capitulate and then realized that his city total was zero.

No. I went for an early rush that game and ended up having to raze some of his cities to make him capitulate (my economy couldn't handle them). Then the other civs in the game kinda cleaned up and I lost.
